The law requires West Virginia's State Superintendent to establish Troops-to-Teachers to recruit veterans, who receive a hiring preference. Honorably discharged veterans can qualify for professional teaching certificates with an accredited bachelor's degree related to the available job. They must pass state-required basic-skills and subject tests and complete a criminal-history check. They are exempt from other teacher-certification requirements. The law does not guarantee a job or payment.
West Virginia's State Superintendent may issue temporary teaching certificates to spouses of active-duty U.S. service members. Applicants need a current teaching credential without restrictions from an equivalent authority in another state, Washington, D.C., a U.S. territory or protectorate, or a foreign country. Acceptable proof must show both spouses are assigned under official active-duty orders to a West Virginia duty station or a military installation within 50 air miles of the state border. Certificates last one year and may be renewed yearly while those eligibility requirements continue. Applications must be denied for fraud, material misrepresentation, or concealment; qualifying criminal convictions can lead to revocation.
A clinical teacher-of-record permit covers only the candidate's position in the program and depends on continued enrollment. It lasts no more than one school year and cannot be renewed.
