College repairs funded; contingency fund reduced

Starting March 10, 2026, the law provides $38.983793 million to West Virginia’s Higher Education Policy Commission for delayed institutional repairs. This is a new budget item for fiscal year 2026, which ends June 30, 2026. Separately, the law removes $23.983793 million from the Governor’s Civil Contingent Fund’s fiscal year 2024 appropriation. That money returns to the state’s unallocated General Revenue surplus, available for appropriation during fiscal year 2026. The law does not create direct payments to students or households.
