Rebalances $25 million for 2026 emergency fund

The law cancels leftover Civil Contingent Fund money from FY 2023 ($14.14 million) and FY 2024 ($10.86 million). It moves the $25 million total into the General Revenue unappropriated surplus. It then creates a new $25 million Civil Contingent Fund - Surplus line (Fund 0105, item 26300) for FY 2026. The money is available during the fiscal year ending June 30, 2026. This changes the state budget and does not directly change your taxes or benefits. The law takes effect upon passage.
