Large funding for state building projects
The law provides $220.9 million for state capital construction projects run by the State Construction Department. It includes $134.0 million from the general fund, $47.0 million in federal funds, and $39.9 million from other funds. Money can be used only for the listed projects, stays available until each project is finished, and any unused balance returns to its original account.
Major maintenance money for public facilities
For the two-year period starting July 1, 2026, the law sets aside $233.35 million for major maintenance of public facilities. It sends 37.6% to state buildings, 7.99% to State Parks and Cultural Resources, 36.34% to the University of Wyoming (not student housing, the union, or auxiliary services), and 18.07% to community college buildings. Distributions follow state law requirements.
State parks and shooting complex funding
The law funds outdoor recreation and related sites and advances the state shooting complex. State Parks receives $7.33 million from special revenue: $6.6 million for outdoor recreation, $250,000 for the Territorial Prison, $430,000 for water facilities, and $50,000 for the Quebec 01 Facility. It also authorizes up to $2.5 million from each of two existing shooting complex balances, to be spent as the Joint Powers Board directs through State Parks under a September 3, 2025 MOU. This authority cannot be used for other purposes, is reduced dollar-for-dollar by any 2026 appropriation to the shooting complex account, and stays in effect unless changed by the Legislature.
Up to $10 million for prison land
The law authorizes up to $10 million to buy land for a future state penitentiary. Before buying, the State Construction Department must consult with State Lands and Corrections, evaluate site factors like location, price, and soil, and obtain State Building Commission approval.
Planning studies for dorms and colleges
The law provides $1.2 million for early planning of specific projects. It funds Level I/II and master plan studies for state fair dormitories, forestry facilities near Newcastle, and two Casper College facilities. After those are covered, any leftover may fund other studies approved by the State Building Commission.
Repeals a 2023 capital funding clause
The law repeals 2023 Session Laws, Chapter 187, Section 10(b). That subsection no longer has any effect.
Veterans' home remodel oversight and funding
The law supports the Wyoming Veterans' Home remodel. The State Construction Department may hire a qualified owner's representative using the related general fund appropriation. If federal money is received for state-run veterans' homes, the state must deposit an amount equal to general funds already spent into the stabilization reserve. Any extra federal money then reduces the state appropriation dollar-for-dollar.
College building funds need local match
The law lets colleges use state construction money only with local and private support. Each $1 of general fund for college projects must be matched by at least $1 from nonstate sources. For Gillette College’s Enzi Applied Learning Center, the funds also require a four-mill levy under W.S. 21-18-205(a)(ii).
