Beginning July 1, 2026, the law sets deadlines for qualifying home construction permit applications filed that day or later. It covers Wyoming local governments that regulate land use under the covered state laws and have adopted the International Residential Code. Eligible dwellings contain one or two living units and follow the local government's most recently adopted version of that code. Homes and accessory structures cannot exceed three stories above ground level. Finished floor area cannot exceed 3,000 square feet per dwelling unit or townhouse unit. Local governments must give written notice within 10 business days after receipt stating whether an application is complete. An incomplete notice must explain what information is missing. Completed applications must be approved or denied within 30 calendar days after submission. That clock pauses while requested information or required state or federal approvals are pending, until all required approvals arrive. Applicants and local governments can agree in writing to extend the deadline. A missed decision deadline means approval as submitted the next day, but safety and code inspections remain required before an occupancy certificate. After a denial, the government must give written reasons within seven calendar days. Notices can arrive through permitting software or an email address the applicant agrees to use.
Beginning July 1, 2026, fee protection applies to qualifying Wyoming home construction permit applications filed that day or later. It covers local governments that regulate land use under the covered state laws and have adopted the International Residential Code. Eligible dwellings contain one or two living units and follow the local government's most recently adopted version of that code. Homes and accessory structures cannot exceed three stories above ground level. Finished floor area cannot exceed 3,000 square feet per dwelling unit or townhouse unit. Local governments must cut application fees by 10% when they add requirements after approval that were absent from initial review and approval. The cut does not apply when unexpected property conditions require measures to address those conditions.
