Wyoming invests oil and gas bonding money
Beginning July 1, 2026, the law requires Wyoming’s oil and gas commission to set rules for additional operator bonding options. The assessment rate for participating operators is zero mills from July 1, 2025, through June 30, 2030. Starting July 1, 2030, the rate cannot exceed 0.5 mill, or $0.0005 per dollar of fair cash market value. That value covers all oil and gas produced, sold, or transported from participating operators’ Wyoming wells, as state law defines it. Assessment money must go into a separate account, be tracked separately, and be invested by the state treasurer under applicable law. Investment earnings return to that account, and both the assessment money and earnings can fund only the bonding pool.
