Bill Overview

Analyzed Economic Effects

3 provisions identified: 2 benefits, 1 costs, 0 mixed.

New felony for grooming minors

Wyoming makes grooming of a minor a felony. It applies when the offender is 18 or older and at least 4 years older than the child. Grooming includes messages on social media, games, or other online tools. It covers building trust, sharing sexual content, using others to reach the child, or misusing authority to form a secret or intimate relationship. No meeting or sexual contact has to happen for this crime.

Tough penalties for grooming minors

Penalties now scale by the child’s age and the offender’s authority. Base penalty: up to 5 years in prison and a fine up to $10,000. If the child is older than 12 but under 16, it is up to 10 years and $10,000. If the child is under 12 and the offender is 18 or older, it is up to 15 years and $15,000. If the offender is in a position of authority: up to 10 years and $10,000; for ages 12 to 16, up to 20 years and $20,000; for under 12, up to 30 years and $30,000.

Required treatment, tighter probation for grooming

If convicted of grooming, you must complete a sexual offender treatment program approved by the Wyoming Department of Corrections. The court can put you on probation for up to 10 years. The law also blocks the state’s special first‑offender probation option for grooming cases, even if you have no prior felony.
