The Department of Transportation must write the rules, can hire vendors, and can use revenue system replacement funds to build and run the new registration and plate system. These authorities take effect immediately so work can proceed toward the July 1, 2028 deadline. Contracts can cover development, launch, and ongoing administration.
The law creates one statewide electronic system for vehicle registration and plates by July 1, 2028. It records all registration transactions, issues and renews plates and permits, and takes registration fees and certain sales and use taxes. When it goes live, county treasurers must use it and send registration records to the state within three business days. County clerks must send title records through the electronic lien and title system within three business days. The Department keeps public registration records indexed by state vehicle numbers, owner names, and VINs, and may discard older transfer records after a title issues.
Beginning July 1, 2028, you may pay up to $5 for each transaction in the new registration and plate system. Counties do not pay this fee. The Department must give written notice to each county treasurer before starting or changing the fee. The fee cannot be taken out of taxes, fees, or distributions owed to others.
