For the 2026 primary and general, each county must run a hand-count audit. Count as close to 5% of election-day ballots as possible from machines the canvassing board selects. Audit one federal race and one statewide race chosen by the secretary of state, plus every legislative race on the ballot; counties may add more races. County clerks must appoint audit boards before the canvass ends. Each board has at least three electors, with no more than two members from the same party. Boards tally votes, undervotes, and overvotes the way the machines would. Finish within 9 days after the county canvass, and report any mismatch to the secretary of state by then. The secretary of state reports statewide results to lawmakers by May 1, 2027.
By June 30 in each general election year, the county clerk appoints election judges and counting‑board members from party lists. This June 30 rule does not apply to judges appointed only for audit boards. The clerk may appoint people age 16 or older if they meet all voter‑qualification rules. An election judge may not also serve on a counting board in the same election, except as needed for 2026 hand‑count audits.
