New fund for state forestry projects

Beginning July 1, 2026, the law creates a revolving account for Good Neighbor Authority and other forest projects. The account can hold legislative money, federal and county funds, partner funds, project receipts, grants, gifts, donations, and investment income. The state forester can accept grants and donations into the account, except for types barred elsewhere in the law. Spending from the account needs the forester’s written OK and can cover projects and related operations. Money in the account is continuously available and does not lapse each year. When the required contract is in place, the state may pay project costs before federal reimbursements arrive.

Forestry hiring expands but stays capped

Beginning July 1, 2026, the state forester can hire workers for Good Neighbor Authority and related forest projects. These hires must be paid with federal funds that are in the revolving account. Hiring is capped at four full‑time positions and six at‑will contract positions.
