HIGHER ED-TEST PREP SERVICES
Amends the Higher Education Student Assistance Act. In provisions concerning the Prepare for Illinois' Future Program, requires the Program to offer students test preparation services for the Test of Essential Academic Skills. Provides that the other preparation programs for professional exams that the Program is required to offer students may include exams for insurance, allied health care, emergency medical services, firefighting, and fitness and wellness services. Provides that, in establishing the Program, the Illinois Student Assistance Commission may (rather than shall) consider, among other factors, whether a vendor can provide test preparation for multiple admission and professional exams (rather than whether the test and licensure exam preparation and credentialing programs can be provided by a single vendor). Provides that the Commission may not require a vendor to provide test preparation for all such admission and professional exams.

PREDICTION MARKETS REGULATION
Creates the Prediction Markets Regulation and Taxation Act. Includes findings and legislative intent provisions. Provides that no person shall operate a prediction market offering qualifying prediction market contracts to Illinois residents without first obtaining a master prediction market license from the Illinois Gaming Board and paying a $1,000,000 license fee to the Board. Provides that the master prediction market license is renewable annually upon payment of a $1,000,000 renewal fee and a determination of the Board that the licensee meets the requirements of the Act and the Board's rules. Requires the Board to adopt rules for licensing and establishes provisions concerning construction of the Act. Provides that the State shall impose and collect a privilege tax equal to 50% of a platform operator's adjusted gross receipts derived from qualifying prediction market contracts placed by or with Illinois residents. Sets forth provisions concerning additional requirements for the tax. Provides that violation of the Act shall constitute unlicensed gambling under the Criminal Code of 2012 and may result in cease and desist orders, civil penalties, license revocation, or referral for criminal prosecution. Grants the Board rulemaking authority to implement the Act. Amends the Criminal Code of 2012. Provides that, in addition to existing provisions, a person commits gambling when the person knowingly violates the Prediction Markets Regulation and Taxation Act.

DCEO-FLAGSHIP CULTURE DISTRICT
Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Requires the Department of Commerce and Economic Opportunity to establish criteria and guidelines for designation of a flagship cultural district. Provides that, no later than September 30, 2026, the Department shall award one flagship cultural district. Provides that the criteria that the Department must develop for a flagship cultural district shall include a demonstration that the applicant and the community (1) can provide a unified and inclusive approach to creating cultural engagement opportunities within its designated geographical area and (2) can provide strong community support for the flagship cultural district designation through participation by community organizations and state, regional, and municipal government agencies or officials. Provides that, within 12 months after being designated a flagship cultural district, the flagship cultural district shall submit a report to the Department detailing its current programs and goals for the next 4 years of its designation. Provides that, each year the district remains a flagship cultural district, it shall submit a report to the Department on the status of the programs and future developments of the district. Provides that, any flagship cultural district that fails to file a report for 2 consecutive years shall lose its status as a flagship cultural district. Effective immediately.

BEHAVIOR ANALYST LICENSING
Amends the Behavior Analyst Licensing Act. Adds an occupational therapist to the individuals that the Act does not prohibit from performing or advertising activities that are considered to be the practice of applied behavior analysis under the Act. Provides that any member, partner, shareholder, director, officer, holder of any other ownership interest, or agent of a business organization that provides behavior analysis services who makes clinical decisions regarding patient care without being licensed or exempt under the Act shall be deemed to have violated the provisions concerning unlicensed practice, violation, and civil penalty. Provides that, notwithstanding any other provision of the Act and any rules adopted under the Act, a public school, school district, charter school, or nonprofit organization that is exempt or qualified for exemption from federal income taxes under Section 501(c)(3) of the Internal Revenue Code may employ or contract with a licensed behavioral analyst regardless of whether each individual who owns, operates, or manages the public school, school district, charter school, or nonprofit organization holds a currently valid license issued under the Act. Provides that a public school, school district, charter school, or nonprofit organization that is exempt or qualified for exemption from federal income taxes under Section 501(c)(3) of the Internal Revenue Code may employ, contract with, or otherwise engage a licensed behavioral analyst to perform services within his or her scope of practice if the licensed behavioral analyst holds a currently valid license under the Act. Amends the Professional Service Corporation Act. Adds the practice of applied behavior analysis by persons licensed under the Behavior Analyst Licensing Act to the list of personal services that, when combined, constitute "related professions" and "related professional services". Amends the Professional Limited Liability Company Act. Adds the practice of applied behavior analysis by persons licensed under the Behavior Analyst Licensing Act to the list of professional services that may be combined under a single professional limited liability company. Effective immediately.

Provides that, if the moneys in the general fund of a municipality exceed the municipality's operating expenses for the immediately preceding calendar year, then the municipality may establish an OPEB trust or deposit moneys into an existing OPEB trust. Provides that the trusts are in addition to pension benefits provided by the municipality for its employees under the Illinois Pension Code. Provides that the trustee of the OPEB trusts shall be the municipality. Provides that the treasurer of the municipality and the trustee shall be indemnified by the municipality to the fullest extent permitted by law for their actions taken with respect to the OPEB trust. Provides that the assets of an OPEB trust shall be managed by the treasurer of the municipality in any manner, subject only to the prudent investor standard and any requirements of applicable federal law.

Amends the Illinois Procurement Code. Provides that a company of concern is ineligible to, and shall not, bid on or submit a proposal for a contract, directly or through a third-party seller, with a State agency for goods, services, or the procurement or purchase of computers, printers, or interoperable videoconferencing services needed for an office environment in which the manufacturer, bidder, or offeror, or any subsidiary or parent entity of the manufacturer, bidder, or offeror, of the equipment is an entity, or parent company of an entity, in which the People's Republic of China has any ownership stake. Provides that the prohibition also applies in cases in which a State agency has contracted with a third party for the procurement, purchase, or expenditure of funds on any of the equipment described in the provision. Provides that a State agency shall require a company that submits a bid or proposal with respect to a contract for goods or services to certify that the company is not a company of concern. Provides that, if the Department of Central Management Services determines that a company has submitted a false certification, (1) the company shall be liable for a civil penalty in an amount that is twice the amount of the contract for which a bid or proposal was submitted; (2) the State agency or the Department of Central Management Services shall terminate the contract with the company; and (3) the company shall be ineligible to, and shall not, bid on a State contract. Defines "company of concern" as a company in which the government of China has an ownership stake.

ANIMAL CONTROL ACT-ATTACK
Amends the Animal Control Act. In provisions regarding civil liability for animal attacks or injuries, deletes a provision regarding an attempt to attack a person. Provides that, in addition to civil liability, an owner is guilty of specified criminal offenses if the owner negligently fails to provide adequate care or adequate control of a dog or other animal that attacks or injures a person. Creates a Class A misdemeanor, a Class 4 felony for damages exceeding $750 or for serious bodily injury, and a Class 3 felony if the victim dies. Provides that any individual or group policy of accident or health insurance that is delivered, extended, renewed, or modified after January 1, 2027 must provide coverage for at least one 6-month supply of each of the following for each infant covered by the policy: an early egg allergen introduction dietary supplement prescribed by a health care practitioner; and an early peanut allergen introduction dietary supplement prescribed by a health care practitioner. Provides that the coverage shall be provided without cost-sharing, except to the extent the cost-sharing limitation would cause a catastrophic plan to fail to be treated as a catastrophic plan under the Patient Protection and Affordable Care Act or would keep a high-deductible health plan from being treated as a high-deductible health plan or to the extent the cost-sharing limitation would disqualify the plan from a health savings account. FARMER TAX BENEFIT ACT
Creates the Farmer Tax Benefit Act. Provides that, for taxable years ending on or after December 31, 2027, landowners may apply to the Department for an income tax credit in an amount equal to either (i) 100% of the fair market value of a qualified donation of a land protection agreement or (ii) 50% of the fair market value of the qualified donation of a fee simple interest or a remainder interest in qualified real property. Specifies that the total aggregate amount of tax credits issued under the Act in any State fiscal year shall not exceed $7,500,000. Further provides that the amount of the credit that may be claimed by a landowner for any single qualified donation shall not exceed $500,000. Contains additional provisions concerning allocation of the credit by the Department of Natural Resources and other powers of the Department of Natural Resources, allowable credit use, the Illinois Land Protection Tax Credit, legislative findings, and other related matters. Provides that when a defendant has previously been granted pretrial release for a felony or Class A misdemeanor and has been placed on electronic monitoring as a condition of release, that pretrial release shall be revoked upon a finding of probable cause that the defendant has committed a felony that is alleged to have occurred during the defendant's pretrial release after a hearing on the court's own motion or upon the filing of a verified petition by the State. Provides that pretrial detention shall continue pending resolution of the defendant's charges. Provides that the language that states at each subsequent appearance of the defendant before the court, the judge must find that continued detention is necessary to reasonably ensure the appearance of the defendant for later hearings or to prevent the defendant from being charged with a subsequent felony or Class A misdemeanor does not apply to a defendant whose pretrial release has been revoked pursuant to the new provision.

Changes the rate of tax on qualified residential development building materials to 1.25% (rather than 6.25%). Amends the Property Tax Code. Makes changes concerning the distribution of moneys collected from the Real Estate Transfer Tax. Amends the Prevailing Wage Act. Modifies the definition of "public works".
