CIV PRO-TENANTS IN COMMON
Amends the Code of Civil Procedure. Establishes a process for a tenant in common or tenants in common who have inherited real property under the intestate provisions of the Probate Act of 1975 to obtain legal title to that property. Provides that the petitioner or petitioners must have been in actual possession for 7 years and have paid all taxes on the property during those 7 years. Requires that the petitioner or petitioners must file a signed declaration with the recorder of deeds at least 2 years before an action under the new provisions may be commenced stating intent to acquire title using the process under the new provisions, send notice to any other person or persons with an ownership interest in the property, and publish a notice of the action in a newspaper of general circulation in the jurisdiction where the property is located. Permits persons with ownership to oppose the petition. Makes other changes.

PEN CD-IMRF-EMPLOYEE
Amends the Illinois Municipal Retirement Fund (IMRF) Article of the Illinois Pension Code. Provides that any person for whom a municipality contributed to both the Fund and a Taft-Hartley pension plan at a rate equal to or less than $5 per hour worked since July 16, 2014 shall be deemed an employee under the Article from July 16, 2014 through the effective date of the amendatory Act. Provides that, after the effective date of the amendatory Act, a person shall be deemed an employee under the Article if the participating municipality pays an hourly contribution rate to a Taft-Hartley pension plan that is equal to or less than $5 per hour worked. Makes a conforming change. Amends the State Mandates Act to require implementation without reimbursement.

COUNTY LAW LIBRARIES
Amends the Counties Code. In provisions concerning county law libraries, provides that county law libraries shall be open whenever the courthouse is open, unless the law library is closed based on operational necessity or as determined by the county board. Authorizes other appropriate county offices (rather than only the county treasurer) to retain fees and charges of the clerk in a County Law Library Fund and disburse those funds when ordered to do so.

Amends the Abused and Neglected Child Reporting Act. In the definition of "abused child", provides that an abused child means a child whose parent or immediate family member, or any person responsible for the child's welfare, or any individual residing in the same home as the child, or a paramour of the child's parent commits the act of grooming a child for the purpose of establishing or attempting to establish a romantic or sexual relationship (rather than commits the offense of grooming, as defined in the Criminal Code of 2012). EPA-ORPHAN UST CLEANUP
Amends the Petroleum Underground Storage Tanks Title of the Environmental Protection Act. Provides that a municipality or county may, to the same extent as an owner or operator, conduct tank removal, abandonment, site investigation, and corrective action with respect to a petroleum orphan underground storage tank in accordance with the requirements of the Leaking Underground Storage Tank Program, except that a municipality or county does not have to elect to proceed as an owner and the costs shall be eligible for payment from the Underground Storage Tank Fund. Defines "orphan underground storage tank". Makes conforming and other changes in provisions regarding the Underground Storage Tank Fund.

SW IL METRO/REGION PLANNING
Amends the Southwestern Illinois Metropolitan and Regional Planning Act. Provides that, beginning on the effective date of the amendatory Act, the Southwestern Illinois Metropolitan and Regional Planning Commission shall consist of 34 commissioners, 27 of whom shall be voting members and 7 of whom shall be nonvoting at-large members. Provides that the 27 voting members of the Commission shall be (1) 7 commissioners who shall be the chairman of the Bond County Board, the chairman of the Clinton County Board, the chairman of the Monroe County Board, the chairman of the Randolph County Board, the chairman of the Washington County Board, the chairman of the Madison County Board, and the chairman of the St. Clair County Board; (2) 10 commissioners appointed 2 apiece by the chairman of the Bond County Board, the chairman of the Clinton County Board, the chairman of the Monroe County Board, the chairman of the Randolph County Board, and the chairman of the Washington County Board; (3) 6 commissioners appointed 3 apiece by the chairman of the Madison County Board and the chairman of the St. Clair County Board; (4) 2 commissioners appointed one apiece by the board of the America's Central Port District and board of Kaskaskia Regional Port District; (5) one commissioner appointed by the Southwestern Illinois Council of Mayors from its council; and (6) one commissioner appointed by the Metro East Sanitary District from its board. Provides that the 7 nonvoting at-large members of the Commission shall reside in the metropolitan and regional counties area and be appointed as follows: (1) one member appointed by the Governor; (2) one member appointed by the Department of Commerce and Economic Opportunity; (3) one member appointed by the Leadership Council of Southwestern Illinois; (4) one member appointed by the Bi-State Development; (5) one member appointed by the Metro East Transit District; (6) one member appointed by the St. Clair County Transit District; and (7) one member appointed by the East-West Gateway Council of Governments. Provides that all funds received for the use of the Commission shall be deposited in a depository approved by the Commission and shall be withdrawn or paid out only if authorized by any 2 of the commissioners or employees designated by the Commission to act as signatories to withdraw funds of the Commission. MENTAL HEALTH REHABILITATION
Amends the Specialized Mental Health Rehabilitation Act of 2013. Provides that each consumer shall be offered at least 15 hours of treatment programming per week and encouraged to attend the treatment domains that meet the consumer's needs, as reflected in the consumer's treatment plans. Provides that each consumer's program engagement and attendance shall be documented in the consumer's clinical record, and each consumer shall be prompted to attend programming regularly as documented in the consumer's clinical record at least quarterly. Effective July 1, 2026.

FAMILY JUSTICE CENTERS ACT
Creates the Family Justice Centers Act. Authorizes cities, counties, the State, and community-based nonprofits to establish multiagency, multidisciplinary Family Justice Centers to serve survivors of domestic violence, sexual violence, stalking, and human trafficking. Sets requirements for center operations, including survivor consent and confidentiality policies, privacy protections, collaboration with law enforcement and community providers, operating agreements, survivor feedback processes, and annual training standards. Provides a framework for coordinated service delivery among participating agencies. Declares findings. Defines terms.

LAW FIRM OWNERSHIP
Amends the Attorney Act. Prohibits a private equity group, hedge fund, or any entity owned, operated, or controlled by a private equity group or hedge fund, including management services organizations, that is involved with a law firm or an attorney's practice from: (1) interfering with the professional judgment of attorneys in representing clients; (2) exercising control over or being delegated the power to own or determine the content of client records, select, hire, or terminate the employment of attorneys or allied legal staff in whole or in part based on competency or proficiency; or set competency or proficiency parameters for attorneys or allied legal staff; or (3) charging any fee to the attorney or law firm that is directly or indirectly based on the fees, revenues, or profits of the attorney or law firm. Prohibits an attorney from sharing legal fees directly or indirectly with an out-of-state alternative business structure unless: (1) the attorney is also licensed in the state in which the alternative business structure is approved; (2) the fees are compensation for providing legal services in that state; and (3) the law of that state is controlling under the Illinois Rules of Professional Conduct or a successor rule. Provides for the recovery of statutory damages, attorney's fees and costs, and injunctive or declaratory relief as a remedy for violation. Defines terms. Contains applicability provisions. Effective immediately.

Amends the Juvenile Court Act of 1987. Provides that the State's Attorney may file a written petition, at any time prior to commencement of the minor's trial, to designate the proceeding as an extended jurisdiction juvenile prosecution when the petition alleges the commission by a minor 15 (rather than 13) years of age or older of any offense that would be a felony if committed by an adult. Provides that, upon filing of a petition, the judge shall conduct a hearing at which he or she shall first determine whether there is probable cause to believe that the allegations in the petition and motion are true. Provides that, if probable cause is found, the judge may enter an order designating the proceeding as an extended jurisdiction juvenile proceeding if the judge makes a finding based on clear and convincing evidence that sentencing under the Unified Code of Corrections may be appropriate for the minor based on an evaluation of certain factors. Provides that the judge shall consider: (1) the minor's age, impetuosity, and level of maturity at the time of the offense, including the ability to consider risks and consequences of behavior, and any presence of cognitive or developmental disability, or both, including if a comprehensive mental health evaluation of the minor was conducted by a qualified mental health professional, the outcome of the evaluation; and (2) the history of the minor, including the minor's family, home environment, educational and social background, including any history of parental neglect, domestic or sexual violence, sexual exploitation, physical abuse, or other childhood trauma, including adverse childhood experiences. VEH CD-ALTER SPEED LIMITS
Amends the Illinois Vehicle Code. With regard to automated speed enforcement systems in safety zones, provides that "safety zone" does not include any roadway in which the 30 mile per hour speed limit is decreased by local ordinance without an engineering or traffic investigation. Provides that a local authority or park district shall determine and declare by ordinance a reasonable and safe absolute maximum speed which: decreases the limit within an urban district which shall not require an engineering or traffic investigation to a maximum speed limit of 25 miles per hour, but not less than 20 miles per hour and a maximum speed limit of 10 miles per hour in an alley; increases the limit within an urban district, but not to more than 55 miles per hour, if after increasing the limit within an urban district an engineering or traffic investigation is required to decrease the limit; or decreases the limit within a residence district which shall not require an engineering or traffic investigation to a maximum speed limit of 20 (rather than not to less than 25) miles per hour. Requires a park district, city, village, incorporated town, or county board to post a sign designating the new speed limit. Makes other changes.

Amends the School Code. In a provision concerning twice-exceptional children, changes references from "children" to "students" and defines "twice-exceptional student". Provides that in the development of an individualized education program (IEP) or federal Section 504 plan for a twice-exceptional student, if the student's ability or achievement indicates that the student would benefit from advanced academic programs, then those abilities or achievement levels shall be recognized and addressed in the student's IEP or Section 504 plan and be reflected in the individualized services, goals, accommodations, and objectives for the student, while continuing to provide appropriate services and support for the student's disabilities in all educational settings. Sets forth what the services, goals, objectives, accommodations, and best practices for identifying and addressing the educational and related needs of a twice-exceptional student may include. Amends the Illinois State Auditing Act. Provides that, as soon as practical after the effective date of the amendatory Act, the Auditor General shall conduct a comprehensive investigation of how 340B covered entities within Illinois participate in the 340B Drug Discount Program. Provides that the investigation shall examine the impact of this participation by 340B covered entities on State health programs, such as Medicaid and the State Employees Group Insurance Program, and shall include the specified assessments. Amends the Wholesale Drug Distribution Licensing Act. In provisions concerning restrictions on transactions, provides that prescription drugs furnished by a manufacturer or wholesale distributor licensed under the Act may be delivered only to the business address of a licensee registered with the Department of Financial and Professional Regulation, to the premises listed on a license, or, if the Department has received notice that the licensee has authorized a health care entity to receive the prescription drugs, to the address of a health care entity (instead of only to the premises listed on the license). Provides that "health care entity" means an entity where medical, dental, or veterinary services are provided by a licensed practitioner and where the licensed practitioner is responsible for the receipt, storage, and use of drugs.

INCARCERATED-DISABILITIES
Creates the Equitable Access to Education, Employment, and Training for Incarcerated Individuals with Disabilities Act. Provides that reasonable accommodations for incarcerated individuals with an intellectual disability or a developmental disability shall include a waiver of any requirement that the individual take the Test of Adult Basic Education and receive a passing score, or take and receive a passing score on any other examination or test that the Department may require to determine academic achievement or access to educational programs, work assignments, and vocational programs. Provides that participation in these programs through the Test of Adult Basic Education waiver and other reasonable accommodations shall qualify individuals with an intellectual disability or a developmental disability to earn earned sentence credit, consistent with opportunities provided to other incarcerated individuals. Provides that Department of Corrections staff, including educational personnel, shall receive annual training on: (1) identifying individuals who have an intellectual disability or a developmental disability; (2) providing accommodations and supports to an individual with an intellectual disability or a developmental disability in educational, employment. and vocational settings; and (3) administering appropriate alternative assessments. Provides that staff training programs shall be developed in collaboration with disability advocacy organizations and educational institutions. Provides that the Department shall ensure compliance with federal disability laws, including the Americans with Disabilities Act and Rehabilitation Act of 1973, through the implementation of the Act. Provides that individuals with an intellectual disability or a developmental disability who are denied access to programs or accommodations under the Act may file a grievance through the Department's established grievance procedures. LOC GOV-CREDIT CARD AGREEMENTS
Amends the Local Governmental Acceptance of Credit Cards Act. Provides that the governing body of a governmental entity accepting payment by credit card may enter into agreements with third-party software providers for the purpose of ensuring that the governmental entity receives the correct remittance for payment. Provides that, if a governmental entity enters into an agreement with one or more financial institutions or other service providers to facilitate the acceptance and processing of credit card payments, then the agreement may not restrict or prevent the governmental entity from using the payment processing system outlined in the State Treasurer Act or any other payment processing system that the governmental entity has procured. Amends the Higher Education Student Assistance Act. Provides that the Post-Master of Social Work School Social Work Professional Educator License scholarships may also be known as School Social Work scholarships. Includes, as a qualified applicant subject to meeting the other requirements, (i) a person who is pursuing a clinical social work license or social work license and (ii) a person who will obtain a master's degree in social work from an approved program before enrolling the academic program that the scholarship would support. Allows scholarships to be applied to the payment of tuition and mandatory fees at a private, not-for-profit institution of higher education in the State that prepares students to obtain an Illinois Professional Educator License with an endorsement in School Social Work. Provides that a scholarship for a recipient attending a private, not-for-profit institution shall not exceed the maximum grant payable to a student enrolled in the most expensive comparable program of study at a public university in the State. Amends the Juvenile Court Act of 1987. Provides that, in proceedings under the Minors Requiring Authoritative Intervention, Addicted Minors, or Delinquent Minors Article, initiated in a county, other than the county in which the minor who is subject of the proceedings resides, the court in which the proceedings were initiated may at any time before or after adjudication of wardship transfer the case to the county of the minor's residence. Provides that not later than 15 working days after the date an order of transfer is entered, the clerk of the court transferring a proceeding shall send to the clerk of the receiving court in the county to which the transfer is being made an authenticated copy of the court record, including all documents, petitions, and orders filed therein, and the minute orders and docket entries of the court. Provides that the clerk of the receiving court shall set a status hearing within 10 business days after receipt of the case and shall notify the judge of the receiving court and all parties. Provides that the receiving court shall review the court record immediately upon receipt. Provides that within 20 business days after receipt of the record, the reviewing court shall send a notice to the transferring court indicating it has accepted the case and scheduled a status date. Provides that until the transferring court receives this notice it continues to have jurisdiction over the case. Provides that if for any reason the receiving court does not accept the transfer, the receiving court shall, within 20 business days after receiving the case, send a notice to the transferring court indicating its reasons. Provides that the transferring court will continue its jurisdiction of the case and shall set the matter for status within 20 business days. Effective immediately.

HUMAN RIGHTS-MENOPAUSE CARE
Creates the Illinois Menopause Equity and Care Act. Amends the Department of Public Health Powers and Duties Law. Requires the Department of Public Health to create educational materials regarding menopause, including symptoms, treatment options, and patient rights for distribution to the public online. Amends the Illinois Insurance Code. Provides that on or after January 1, 2028, all individual and group health insurance policies issued, renewed, or amended must provide coverage for medically necessary evaluation and treatment of perimenopause and menopause as determined by a licensed health care provider using evidence-based guidelines. Amends the Medical Practice Act of 1987. Provides if a licensee treats or evaluates patients suffering from menopause-related conditions, 5 hours of the required 50 hours must include continuing education on menopause care, including management of symptoms, hormonal and non-hormonal therapies, and bone health. Amends the Illinois Human Rights Act. Defines "menopause-related condition" includes perimenopause, menopause, and associated medical or symptomatic conditions, including, but not limited to, vasomotor symptoms, sleep disruption, cognitive or mood changes, and osteoporosis-related changes. Provides that it is a civil rights violation to unlawfully discriminate because of a menopause-related condition or fail or refuse to provide reasonable accommodations.

CRIM PRO--SPEEDY TRIAL TOLL
Amends the Code of Criminal Procedure of 1963. In a provision concerning the prosecution of a person for an offense of criminal sexual assault, predatory criminal sexual assault of a child, aggravated criminal sexual assault, criminal sexual abuse, aggravated criminal sexual abuse, aggravated battery, or aggravated domestic battery, deletes a provision which states that there is a rebuttable presumption that the testimony of a victim who is a child under 13 years of age shall occur outside the courtroom and the child's testimony shall be shown in the courtroom by means of a closed circuit television. Deletes that this presumption may be overcome if the defendant can prove by clear and convincing evidence that the child victim will not suffer severe emotional distress. Provides that, if the court denies the State's request for the child victim's testimony to be taken outside the courtroom, the court shall toll the speedy trial requirements for 30 days to allow the State to present the motion to the court again before trial requesting the child's testimony to be taken outside the courtroom by means of a closed circuit television.

Provides that beginning with continuing education coursework commenced on or after July 1, 2026, a school district, special education cooperative, or other public educational employer may recognize graduate-level continuing education coursework for purposes of salary advancement or lane changes only if the continuing education coursework meets specified requirements. Provides that nothing in the provisions impairs the ability of the parties to a collective bargaining agreement to negotiate salary schedules or compensation structures, as long as any graduate-level continuing education coursework recognized for salary advancement or lane changes complies with those specified requirements. Allows the State Board of Education, in consultation with the Board of Higher Education, to adopt rules as necessary to implement the provisions. Effective July 1, 2026.

Amends the Juvenile Court Act of 1987. Provides that the court shall require a minor to participate in restorative justice programs, such as social service programs for high-risk youth, cognitive behavioral therapy, including family engagement and mentoring, and comply with referral recommendations if the minor: (1) has previously been placed on probation for an offense that involves the possession or discharge of a firearm not causing any injury; and (2) is convicted of a subsequent offense involving the possession or discharge of a firearm not causing any injury.

Amends the Code of Criminal Procedure of 1963. Provides that a petitioner may not be denied a protective order because the petitioner or the respondent is a minor or solely upon the basis that the respondent or petitioner is incarcerated in a penal institution at the time of the issuance of the order. Amends the Illinois Domestic Violence Act of 1986. Provides that a petition for an order of protection may be filed by: (i) a crime victim who was abused by an family or household member before the incarceration of the offender in a penal institution, and the offender is incarcerated in a penal institution at the time of the filing of the petition; or (ii) any person who has previously suffered abuse by a family or household member convicted of domestic battery, aggravated domestic battery, aggravated battery; any other offense that would constitute domestic violence; or a violent crime as defined in the Rights of Crime Victims and Witnesses Act committed against another person. DENTAL INSURANCE ASSIGNABILITY
Amends the Illinois Insurance Code. Provides that no provision of the Illinois Insurance Code, or any other law, prohibits assignability rights to an insured under any policy of dental insurance (in addition to accident and health insurance). Provides that if an enrollee or insured of an insurer, health maintenance organization, managed care plan, health care plan, preferred provider organization, dental service plan corporation, dental insurer, or third party administrator assigns a claim to a health care professional, or health care facility, a dental care provider, or a dental care facility, then payment shall be made directly to the health care professional, or health care facility, dental care provider, or dental care facility, including any required interest. Effective immediately.

Requires every insurer to provide in each group or individual policy, contract, or certificate of insurance issued or renewed for persons who are residents of the State, coverage for screening by low-dose mammography for all patients 30 (instead of 35) years of age or older for the presence of occult breast cancer within the provisions of the policy, contract, or certificate. Requires coverage for a baseline mammogram for patients 30 to 34 (instead of 35 to 39) years of age and an annual mammogram for patients 35 (instead of 40) years of age or older. Effective January 1, 2027.

CORPORATE OPPORTUNITIES
Amends the Business Corporation Act of 1983. Provides that, subject to any contrary provision in the articles of incorporation of a corporation, a director, officer, key employee, or other fiduciary of the corporation shall not take advantage of a corporate opportunity unless the person first tenders the opportunity to the corporation and the corporation rejects the opportunity. Provides that, if the rejection is by a disinterested board of directors or by disinterested shareholder action, the director, officer, key employee, or other fiduciary of the corporation may then take advantage of the opportunity. Effective immediately.

HIGHER ED STUDENT BILL OF RTS
Creates the Higher Education Student Bill of Rights Act. Provides that a student attending a postsecondary education institution in the State is entitled to the following rights: the right to an inclusive and safe learning environment; the right to equal access; the right to safety and respect; the right to accessibility; the right to free expression; the right to organize; the right to peaceful protest; the right to academic transparency; the right to fair evaluation; the right to educational records; the right to educational programs safeguarded from political interference; the right to career preparation; the right to educational quality; the right to due process; the right to representation; the right to institutional accountability; the right to financial transparency; the right to fair lending and borrowing practices; the right to timely refunds and withdrawals; and the right to transfer.

CHILD CARE DIRECTORS
Amends the Child Care Act of 1969. Provides that a licensed day care center may hire an individual who is in the process of completing the educational requirements set forth in administrative rules as an Interim Conditional Child Care Director for a period of 12 months. Requires the hired individual to provide documentation that shows that the individual is enrolled in courses that meet the requirements set forth in administrative rules. Provides that the individual shall be enrolled in an accredited college or university. Provides that during the 12-month employment period, an Interim Conditional Child Care Director with specified qualifications is exempt from the educational requirements set forth in administrative rules.

COLOR VISION TESTING
Amends the Child Vision and Hearing Test Act. Provides that color discrimination tests shall be performed in all vision screening services under this Act. Provides that the Department of Public Health shall adopt rules implementing this Section before January 1, 2027.

ADULT CHANGING STATIONS
Amends the Equitable Restrooms Act. Provides that the owner or operator of each State-owned building and the owner or operator of each public building (rather than only the owner or operator of each State-owned building) shall (1) ensure that one or more of the public restrooms is designated as an adult changing station, with certain requirements, (2) maintain, repair, and replace each adult changing table as necessary, (3) clean each adult changing station with the same frequency as the other public restrooms, and (4) provide sufficient floor space to comply with the Americans with Disabilities Act. Provides that the owner or operator of each State-owned building and the owner or operator of each public building (rather than only the owner or operator of each State-owned building) shall ensure that the entrance to each restroom has conspicuous signage and that the central directory for the building, if it exists, indicates the location. Provides that any public building or State-owned building that is constructed on or after January 1, 2029, and any public building or State-owned building with an estimated renovation cost of at least $10,000 that requires the issuance of a building permit for the renovation and that is renovated on or after January 1, 2031, must contain and provide access to not less than one powered, height adjustable, adult changing table, installed per the manufacturer's recommendations, in a single occupancy restroom that is universal to gender and available to the public. AUTO INS-RIGHT TO APPRAISAL
Amends the Illinois Insurance Code. Provides that every automobile insurance policy issued, renewed, or delivered in Illinois that includes first-party coverage for physical damage shall contain a provision granting either the insured or the insurer the right to invoke appraisal in the event of a dispute over (i) the actual cash value or amount of a loss, including repairable or total loss amounts; or (ii) the value of a settlement offer made to a third-party claimant. Sets forth provisions concerning the selection of appraisers; appointment of an umpire in the event of a disagreement between appraisers; issuance of the award following the appraisal; the binding effect of an agreement between appraisers or one appraiser and the umpire; cost allocation and consumer protections; the right of appraisal for third-party claimants; and enforcement and penalties. Creates the Automotive Appraisal Standards Advisory Board to provide guidance on rulemaking, enforcement priorities, and best practices. Sets forth membership provisions and provides that the Board shall meet no less than quarterly and may issue nonbinding recommendations to the Department of Insurance regarding updates to rules and emerging trends impacting fair claim resolution. Requires the Department to publish meeting summaries and any formal recommendations on its public website. Provides that the Department may adopt rules necessary to implement and enforce provisions concerning the right to appraisal. Effective 90 days after becoming law.

SCH SAFETY-PANIC ALERT SYSTEM
Amends the School Safety Drill Act. Requires school districts and private schools to consider the use of a mobile panic alert system in the development of their school emergency and crisis response plans. Requires the State Board of Education, in consultation with the Illinois State Police and the Illinois Emergency Management Agency and Office of Homeland Security, to develop standards for a mobile panic alert system. Creates the Mobile Panic Alert System Grant Fund. Makes a conforming change in the State Finance Act.

NURSING HOME-INCIDENT REPORT
Amends the Nursing Home Care Act. Requires each facility to notify the appropriate regional office of the Department of Public Health within 24 hours, or by the end of the next business day, after each reportable incident or accident. Requires the facility to send a narrative summary of each reportable incident or accident to the Department within 5 days after the incident or accident.

IDFPR-CONTINUING EDUCATION
Amends the Department of Professional Regulation Law of the Civil Administrative Code of Illinois. Provides that a licensee shall not receive continuing education credit toward the renewal of a professional license for any continuing education course, program, seminar, instruction, webinar, or other educational activity that promotes, instructs, or provides guidance on the performance of prohibited services, treatments, practices, or procedures. Provides that a determination of whether continuing education credit is permitted under the amendatory Act shall occur only in the course of a continuing education audit or license renewal audit conducted by the Department of Financial and Professional Regulation. Provides that approval by the Department of a continuing education provider or continuing education course does not supersede the provisions of the amendatory Act. Provides that nothing in the amendatory Act shall be construed to require the Department to proactively review, pre-approve, evaluate, monitor, or otherwise assess continuing education content restrictions under the amendatory Act outside of an audit process. Effective January 1, 2027.

SCH-CARDIAC EMERGENCY RESPONSE
Amends the Interscholastic Athletic Organization Act. Provides that an association or other entity that has as one of its purposes promoting, sponsoring, regulating, or in any manner providing for interscholastic athletics or any form of athletic competition among schools and students within this State shall require all school coaches to obtain and maintain certification in cardiopulmonary resuscitation (CPR), first aid, and the use of an automatic external defibrillator (AED). Requires certification in CPR and AED use to be consistent with national, evidence-based, emergency cardiovascular care guidelines. Amends the School Safety Drill Act. Provides that a cardiac emergency response plan shall include (i) establishing a cardiac emergency response team that is certified in cardiopulmonary resuscitation and the use of an automated external defibrillator and (ii) the use of annual cardiac response drills to practice the steps established in the cardiac emergency response plan, in partnership with local emergency medical services. Makes other changes concerning the plan.

MUNI CD-DETENTION FACILITIES
Amends the Illinois Municipal Code. Provides that a detention center facility may not be located, constructed, or operated within 1,500 feet of the property boundaries of any school, day care center, day care home, cemetery, public park, forest preserve, public housing, private residence, or place of religious worship, regardless of address. Defines "detention center facility" and "federal immigration authority". Effective immediately.

CD CORR-REPORT HOSPICE CARE
Amends the Unified Code of Corrections. Provides that information published annually on the Department of Corrections website about hospice and palliative care in its institutions and facilities during the prior fiscal year shall include the cost of the Department's end-of-life care for committed persons who died of natural causes and were not in hospice or palliative care programs.
