Amends the Illinois Vehicle Code. Prohibits information obtained from a driver's license to be collected if the information may be used to discriminate against the individual. Provides that any person or entity that obtains information must disclose to the individual that the individual's information is being collected, and such disclosure may be in the form of written consent from the individual that the individual's information may be collected. Provides that any person who's information is collected may request, and shall be provided, a copy of the information collected.

HIGHER ED-UNIV TUITION WAIVER
Amends various Acts relating to the governance of public universities in Illinois. Provides that each academic year the board of trustees of each public university shall offer a full-tuition waiver for undergraduate education at any campus under the board's governance or supervision to any Illinois resident who: (i) was serving in the Illinois National Guard, the United States Army, the United States Marine Corps, the United States Navy, the United States Air Force, the United States Space Force, or a Reserve Officers' Training Corps program related to any of these armed service branches and was relying on full-tuition or partial-tuition assistance to complete the person's undergraduate education; (ii) has been discharged from service, either forcibly or by being given the choice of voluntary discharge or forced discharge, due to changes in federal policy leading to that person's discharge for reasons unrelated to performance; and (iii) has lost that tuition assistance prior to completion of the person's undergraduate education. Provides that to be eligible to receive a waiver, the individual must: (i) apply for the waiver; (ii) provide documentary proof of service, of prior tuition assistance, and of discharge; and (iii) qualify for admission to the university under the same admission requirements, standards, and policies that the university applies to applicants for admission generally to the university's respective undergraduate colleges and programs. Provides that an eligible applicant who has continued to maintain satisfactory academic progress toward graduation may have the individual's waiver renewed until the individual has expended 4 years of undergraduate full-tuition benefits. Requires the board to adopt rules as necessary for implementation and administration.

CANNABIS-R3 COMMITTEE
Amends the Cannabis Regulation and Tax Act. In provisions regarding the Restore, Reinvest, and Renew (R3) Program, requires, within 90 days after the effective date of the amendatory Act, the President of the Senate and Speaker of the House to jointly appoint to the R3 Program Board 8 individuals who fulfill residency requirements, who possess certain expertise or backgrounds in an R3 Area, and who are appointed jointly by the Speaker of the House of Representatives and the President of the Senate from nominations received from not-for-profit organizations that are currently in existence and have been continuously in operation in the R3 Area since 1980. Changes other appointments to the R3 Program Board. Provides that general grant funds (rather than grant funds) shall be awarded by the Illinois Criminal Justice Information Authority, in coordination with the R3 Program Board. Establishes the R3 Community Steering Committee. Requires, within 60 days after the effective date of the amendatory Act, the President of the Senate and Speaker of the House to jointly appoint to the R3 Community Steering Committee 9 individuals from among individuals nominated by any not-for-profit organization that is currently in existence and has been continuously in operation in an R3 Area since 1968. Requires the nominees to possess certain expertise in an R3 Area and to fulfill residency requirements. Requires the Restore, Reinvest, and Renew (R3) Program to allocate and set aside at least 25% and no more than 30% of its annual funds for targeted community grant funding programs to be created, organized, and awarded by the Department of Commerce and Economic Opportunity, in coordination with the R3 Community Steering Committee. Provides that funding for legal services under the R3 Program shall exclude R3 Areas in Cook County unless approved by the Department of Commerce and Economic Opportunity, in coordination with the R3 Community Steering Committee. Changes the definition of "Authority". Makes technical changes.

DAY CARE-IMMIGRATION ENFORCE
Amends the Child Care Act of 1969. Provides that a licensed day care center shall not disclose or threaten to disclose to any other person, entity, or agency information regarding or relating to the actual or perceived citizenship or immigration status of a child or an associated person, unless disclosure is required by State or federal law. Requires the Department of Children and Family Services or the Department of Early Childhood, as is applicable, to make available on its website specified resources for families. Provides that, if a child's parent or guardian directly faces immigration enforcement action, a licensed day care center shall use the child's emergency contact information and release the child to the persons designated as the child's emergency contacts or into the custody of an individual who presents a properly executed appointment of short-term guardian form on behalf of the child. Sets forth provisions requiring a licensed day care center to adopt certain policies concerning consent to disclosure. Provides that the policies shall not have the effect of excluding or discouraging a child from any program at the licensed day care center because of the actual or perceived immigration status of the child or the child's parent or guardian. Establishes enforcement provisions for violations of disclosure provisions. Effective immediately.

Amends the Township Code, the Park District Code, the Illinois Municipal Code, the School Code, and the Public Community College Act. Provides that if a township, park district, municipality, school district, or community college has been issued a credit card, then, each month, the governing authority of the township, park district, municipality, school district, or community college shall vote to verify the validity of an itemized statement of all purchases made using the credit card in the preceding month. Provides that the itemized statement must include all purchases made using the credit card in the preceding month and may not be redacted. Provides that the vote shall solely be for the approval of the itemized statement of all purchases made using the credit card and shall not include any other expense approval. Provides that, if a township, park district, municipality, school district, or community college has a website maintained by a full-time staff, then the township, park district, municipality, school district, or community college shall publish each itemized statement on its website.

Amends the Department of Transportation Law of the Civil Administrative Code of Illinois. Provides that a grant made by the Department of Transportation to municipalities and airport authorities for the renovation, construction, and development of airport facilities must include a condition that the renovation, construction, and development of airport facilities is covered by a project labor agreement entered into with the local building and construction trades council having geographic jurisdiction over the airport facilities. Amends the Airport Authorities Act. CONTRACEPTIVE DISPENSATION
Amends the Pharmacy Practice Act. In provisions concerning the dispensation of contraceptives, changes the contraceptives dispensed to contraceptives, including emergency contraception (rather than hormonal contraceptives). Provides that, if contraceptives, including emergency contraception, are dispensed or delivered to an adult individual on behalf of a minor, a pharmacist shall require positive identification of the adult individual if the individual is not known to the pharmacist or pharmacy employees. Provides that the amendatory provisions shall not apply if positive identification is not available and a pharmacist exercising professional judgment determines that a delay in dispensing the contraceptives may be detrimental to a patient.

Amends the Code of Criminal Procedure of 1963. Provides that notwithstanding any other law to the contrary, a peace officer who arrests a person for a felony and reasonably believes that the person arrested is residing in the United States in violation of the federal Immigration and Nationality Act, may inquire about the immigration status of the person arrested. Provides that the peace officer may notify U.S. Immigration and Customs Enforcement of the person's arrest and pending prosecution when the peace officer reasonably believes that the person arrested for a felony is residing in the United States in violation of the federal Immigration and Nationality Act. Provides that upon request from any federal agency, law enforcement agencies shall provide known immigration status of any person arrested or charged with a felony. Amends the Illinois Vehicle Code. Amends the Illinois Pension Code. In the Downstate Firefighter Article, includes in the definition of "firefighter", a person employed in a municipality's or fire protection district's fire service as a de facto firefighter. Defines "de facto firefighter". Provides that the Retirement Systems Reciprocal Act (Article 20 of the Code) is adopted and made a part of the Downstate Firefighter Article and the Chicago Firefighter Article, but only with respect to a person who, on or after the effective date of the amendatory Act, is entitled to begin receiving a retirement annuity or survivor's annuity and who elects to proceed under the Retirement Systems Reciprocal Act. Amends the Public Higher Education Act, the Board of Higher Education Act, and the Higher Education Student Assistance Act. Provides that a resident of the State who is not lawfully present in the United States is not eligible, on the basis of residence within the State, for any postsecondary educational benefit unless a citizen or national of the United States is eligible for such a benefit without regard to whether the citizen or national is such a resident. NEW NUCLEAR CONSTRUCTION
Provides that the amendatory Act may be referred to as the Fast-Track Nuclear Now Act. Amends the Public Utilities Act. Removes prohibitions on the construction of a new nuclear power reactor with a nameplate capacity of more than 300 megawatts of electricity that is located within the State. Amends the Illinois Nuclear Facility Safety Act. Provides that it is declared to be the policy of the State to facilitate new nuclear facility construction. Makes a conforming change. UNCAP AFFORDABLE POWER ACT
Specifies that the amendatory Act may be referred to as the Uncap Affordable Power Act. Amends the Illinois Power Agency Act, the Public Utilities Act, and the Environmental Protection Act. Provides, in each of those Acts, that it is the policy of the State not to regulate carbon dioxide emissions that arise from the combustion of fossil fuels for the purpose of generating electrical power. Provides that, beginning on the effective date of the amendatory Act, the Illinois Power Agency, the Illinois Commerce Commission, and the Illinois Environmental Protection Agency shall not regulate carbon dioxide emissions that arise from the combustion of fossil fuels for the purpose of generating electrical power. Removes carbon dioxide from the list of regulated greenhouse gases in the Environmental Protection Act. CRIM CD-FAIL TO ASSIST PERSON
Amends the Criminal Code of 2012. Provides that a person commits failure to assist a person suffering a life-threatening injury or great bodily harm when he or she: (1) reasonably believes that another person residing in the same dwelling or whom the person personally visits in the dwelling is suffering a life-threatening injury or great bodily harm; and (2) knowingly fails to notify, as soon as possible after discovering the other person in that condition, a law enforcement agency or other public or private entity providing emergency medical technician services located within the municipality or unincorporated area where the person suffering the life-threatening injury or great bodily harm is found. Provides that if there is no law enforcement agency or other public or private entity providing emergency medical technician services located in the municipality or unincorporated area, then the notification shall be made to the agency or entity located within the same or nearest county to the discovery of the person suffering a life-threatening injury or great bodily harm. Provides that a violation is a Class 4 felony. Provides that if the violation results in the death, the person is guilty of a Class X felony.

FAILURE TO REPORT A DEATH
Amends the Criminal Code of 2012. Creates the offense of failure to report a death. Provides that a person commits the offense when he or she knows or reasonably should know that a person is deceased and fails to report the death to a law enforcement agency within 24 hours after the person's discovery of the death. Provides that a person must report the death of another person to the law enforcement agency of the county where the corpse was found if the person believes that the death was caused by a homicide, accident, or other suspicious circumstance. Provides that a violation is a Class 4 felony. Amends the Code of Criminal Procedure of 1963. Provides that, upon verified petition by the State, the court shall hold a hearing and may deny a defendant pretrial release when the defendant is charged with failure to report a death and it is alleged that the defendant's pretrial release poses a real and present threat to the safety of any person or persons or the community, based on the specific articulable facts of the case.

TRUST ACT-CORRECTIONS/SHERIFFS
Amends the Counties Code and the Unified Code of Corrections. Provides that the Department of Corrections or a county sheriff shall, at the request of the Department of Homeland Security, including, but not limited to, Immigration and Customs Enforcement or a federal immigrant agent: (1) participate, support, or assist in any capacity with an immigration agent's enforcement operations; (2) provide the immigration agent access to an individual in the Department's or county sheriff's custody, either in person or by telephone; (3) transfer any individual in the Department's or sheriff's custody into an immigration agent's custody; (4) allow the use of Department or county jail facilities or equipment, including any electronic databases, for investigative interviews or other investigative or immigration enforcement purpose; (5) enter into or maintain any agreement regarding direct access to any electronic database or other data-sharing platform maintained by the Department or county sheriff and provide such direct access to the U.S. Immigration and Customs Enforcement Agency; and (6) provide information in response to any immigration agent's inquiry or request for information regarding any individual in the Department's or sheriff's custody including information regarding the individual's release. Amends the Illinois TRUST Act to make conforming changes.

Amends the Electronic Monitoring and Home Detention Article of the Unified Code of Corrections. Deletes language providing that confinement need not be 24 hours per day to qualify as home detention and significant restrictions on liberty such as 7 p.m. to 7 a.m. curfews shall qualify. Also deletes language providing that home confinement may or may not be accompanied by electronic monitoring and electronic monitoring is not required for purposes of sentencing credit.

CD CORR-RECIDIVISM REPORT
Provides that the Act may be referred to as the Illinois Correctional Data and Transparency Act. Amends the Unified Code of Corrections. Provides that beginning March 1, 2026 and every March 1 thereafter, the Department of Corrections shall submit to the General Assembly a recidivism report which the Department shall post on its website and make publicly available. Establishes the information contained in the report. Provides that the release rates shall be published on a public dashboard. Provides that within 60 days after the effective date of the amendatory Act, the Department of Corrections must file and post a recidivism IT remediation plan, consisting of timelines, milestones, and responsible staff. Provides that until the first new report is posted, the Department must file monthly status updates with the House Appropriations-Public Safety Committee and the Senate Appropriations-Public Safety and Infrastructure Committee. Provides that the Department of Corrections shall enter into standing memoranda of understanding, which shall be updated at least annually, providing periodic feeds needed to compute recidivism, with privacy protections, between the Department and: (1) the Administrative Office of the Illinois Courts concerning court dispositions; (2) the Illinois State Police concerning arrest and identifier data submitted to the Illinois State Police under the Criminal Identification Act; and (3) county sheriffs and jail administrators concerning booking information and returns of persons previously committed to county jails. Provides that the Department of Corrections shall publish aggregate and de-identified data with small-cell suppression. Provides that unit-record identifiable data shall not be disclosed to the public. Provides that research access to the data shall be only available by approved agreements with the Department of Corrections. Provides that if the annual report is filed more than 60 days after the March 1 due date, the Director of Corrections or his or her designee must appear before designated committees of the General Assembly with a remediation plan. Subject to appropriation, the Auditor General may conduct a performance audit of data processes. Effective immediately.

Amends the School Code. Provides that, beginning with the 2026-2027 school year, every public elementary school and high school shall include the study of Latinx communities in the curriculum across all content areas, including the contributions made by individual Latinx communities in government and the arts, humanities, mathematics, and sciences, as well as the contributions of Latinx to the economic, cultural, social, and political development of the United States. Allows the State Superintendent of Education to prepare and make available to all school boards instructional materials that may be used as guidelines for development of the unit of instruction. Requires a regional superintendent of schools to monitor a school district's compliance with the curricular requirements. Provides that each school board shall itself determine the minimum amount of instructional time that qualifies as a unit of instruction satisfying these requirements. Allows a school to meet the requirements through an online program or course.

DIGITAL AGE ASSURANCE ACT
Creates the Digital Age Assurance Act. Provides that an operating system provider shall: (1) provide an accessible interface at account setup that requires an account holder to indicate the birth date or age of the user of that device for the purpose of providing a signal regarding the user's age bracket to applications available in a covered application store; and (2) provide a developer who has requested a signal with respect to a particular user with a digital signal by a reasonably consistent real-time application programming interface that identifies, at a minimum, which age bracket pertains to the user. Provides that a developer that receives a signal in accordance with the Act shall be deemed to have actual knowledge of the age range of the user to whom that signal pertains across all platforms of the application and points of access of the application. Limits the use of data collected under the Act. Provides that a person that violates the Act shall be subject to an injunction and a specified civil penalty. Sets forth provisions concerning nondiscrimination and the scope of the Act. Effective January 1, 2027.
