Subject: Regulations governing recreational fishing of Cobia. Purpose: To reduce the recreational harvest of Cobia in the Northern Region (RI through VA).

Subject: Saline Water Quality Standards and Reclassification Rule 1. Purpose: Modify WW designation applicability, amend WQS, and amend WQ classifications.

Subject: Revision and update of the list of endangered, threatened, and special concern species. Purpose: To update the list of species in 6 NYCRR section 182.5 to reflect the Department’s best available scientific information.

Subject: Establishment of the Mandatory GHG Reporting Program. Purpose: Improve the understanding of sources of GHG emissions, sup- port the annual GHG Emissions Report, and CLCPA emissions reductions.

Subject: Amendment of section 750-1.25 of Title 6 NYCRR. Purpose: Update outdated, inaccurate, and/or redundant references to the CWA and federal regulations, as well as guidance documents.

Subject: Operation of Motorized Vehicles, Vessels, Aircraft and Motor- ized Equipment in the Forest Preserve. Purpose: Protection of public safety and natural resources.

Subject: Recreational and commercial crab management. Purpose: To repromulgate the Department’s crab, horseshoe crab, and Chinese mitten crab regulations.

Subject: Amendments to the regulations (6 NYCRR Part 617) that imple- ment ECL Article 8 (State Environmental Quality Review Act). Purpose: DEC’s primary purpose is to amend the regulations to incorpo- rate provisions of the Environmental Justice Siting Law.

Subject: Trout Stream Fishing Regulations. Purpose: To align select trout stream regulations with DECs Trout Stream Management Plan and amend tidal trout regulations.

Subject: Freshwater Wetlands Jurisdiction and Classification. Purpose: This rule is being adopted to implement 2022 amendments to Environmental Conservation Law article 24.

Subject: Regulations governing commercial fishing for American Eel. Purpose: To amend commercial fishing regulations for American Eel.

Subject: Acceptable uses of fluorinated greenhouse gases including sulfur hexafluoride. Purpose: Reduce greenhouse gas emissions as required by the Climate Leadership and Community Protection Act.

Subject: Certain substances that contain hydrofluorocarbons, highly- potent greenhouse gases. Purpose: Reduce greenhouse gas emissions as required by the Climate Leadership and Community Protection Act.

Subject: Listing process, jurisdiction determination and permit procedures pertaining to endangered and threatened species. Purpose: To repromulgate previous amendments made in 2010 and 2021 in accordance with court decision requiring public hearing.

Subject: Transportation of radioactive materials. Purpose: Establish regulations consistent with the Nuclear Regulatory Commission regulations adopted in 2012, 2015, 2019, 2020, and 2021.

Subject: Forest Tax Law. Purpose: Improving and sustainably managing New York’s forest re- sources and lessening the administrative burden on participants/DEC staff.

Subject: Sporting License Issuance and Use. Purpose: To enable a $1 and $2 fee for the printing and/or mailing of plain paper hunting, fishing, and trapping licenses.

Subject: Endangered and Threatened Species Mitigation Bank Fund. Purpose: Promulgate rules governing the use of the Endangered Species Mitigation Bank Fund.

Subject: Sanitary Condition of Shellfish Lands. Purpose: To reclassify underwater shellfish lands to protect public health and general welfare.

Subject: Environmental Remediation Programs — State Superfund Program, Brownfield Cleanup Program, and Environmental Restoration Program. Purpose: To amend the Environmental Remediation Program regulations, Title 6 NYCRR Part 375.

Subject: Hemlock-Canadice State Forest. Purpose: Protection of public safety, natural resources and provide for public use.

Subject: Revisions to 6 NYCRR Parts 601 and 602 that implement ECL article 15, title 15 (Water Supply). Purpose: To add definitions; clarify requirements; establish and clarify permit exemptions; conform regulations to statutes.

Subject: Science-based State sea level rise projections. Purpose: To establish a common source of sea-level rise projections for consideration in relevant programs and decision-making.

Subject: 1, 4-Dioxane Limits for Household Cleansing, Personal Care, and Cosmetic Products. Purpose: To implement L. 2019, ch. 613, section 1, eff. Jan. 1, 2022; L. 2020, ch. 44, section 1, eff. Jan. 1, 2022.

Subject: Regulations governing recreational fishing for Atlantic Striped Bass. Purpose: To amend recreational fishing regulations for Atlantic Striped Bass.

Subject: Sanitary Condition of Shellfish Lands. Purpose: To reclassify underwater shellfish lands to protect public health and general welfare.

Subject: Fishing tournament permitting and reporting system. Purpose: To establish a permitting and reporting system for black bass fishing tournaments.

Subject: Subpart 220-1, Portland Cement Plants; Subpart 220-3, Asphalt Mixture Manufacturing Plants. Purpose: Subpart 220-1 will be updated to reflect current Federal require- ments, and Subpart 220-3 will establish control requirements for asphalt plants.

Subject: Regulations governing the recreational fishing of scup and sum- mer flounder. Purpose: To revise regulations concerning the recreational harvest of scup and summer flounder in New York State.

Subject: Repeal and replace Part 624; and amend Parts 621, 622 and Subpart 750-1. Purpose: To incorporate procedural and legal developments, develop con- sistency and reflect current practice in DEC permit hearings.
