Subject: Private Passenger Motor Vehicle Insurance Multi-Tier Programs. Purpose: To repeal regulation made redundant by new Insurance Law sec- tion 2341.

Subject: Risk-Based Capital. Purpose: To eliminate the 1/1/27 sunset date to make permanent the treat- ment of shares of an eligible exchange traded fund as bonds.

Subject: Independent Dispute Resolution for Emergency Services and Surprise Bills. Purpose: To conform Part 400 to the amendments made by Part BB of chapter 57 of the Laws of 2026.

Subject: Flexible Rating for Nonbusiness Automobile and For Hire Motor Vehicle Insurance Policies. Purpose: To conform to new Insurance Law section 2356(d) and amended section 2350.

Subject: Principle-Based Reserving. Purpose: To adopt the 2026 Valuation Manual.

Subject: Special Risk Insurance. Purpose: To revise the regulation to conform with Insurance Law article 63 and to make other technical amendments.

Subject: Issuance of Payment Stablecoins. Purpose: To provide for the regulation of payment stablecoin issuers.

Subject: Implementation of Banking Law Article 14-B. Purpose: This rule implements Article 14-B of the Banking Law.

Subject: Regulations Implementing the Comprehensive Motor Vehicle In- surance Reparation Act–Claims for Personal Injury Protection Benefits. Purpose: To update the prescribed No-Fault Denial of Claim NF-10 Form.

Subject: Agent Training Allowance Subsidies for Certain Life Insurance and Annuity Business. Purpose: To liberalize agent eligibility requirements and adjust for inflation.

Subject: Confidentiality Protocols for Victims of Domestic Violence and Endangered Individuals. Purpose: To ensure that insurers have confidentiality protocols in place for domestic violence victims and endangered individuals.

Subject: Sub/Transmission Level Rates and New IA requirement. Purpose: To charge Sub/Transmisison level rates for customers connected to LIPA’s system at 23,000 kVa or higher and new IA requirement.

Subject: Standby Rate and Buyback Services. Purpose: To introduce Standby Rates through Standby Service and update Buyback Service.

Subject: New York State Energy Affordability Guarantee Pilot Program. Purpose: To implement the New York State EAG Pilot program in the LIPA service territory.

Subject: ReCharge New York. Purpose: To implement ReCharge New York for non-net metered customers.

Subject: LIPA’s Household Assistance Rate (“HAR”) Program. Purpose: To pause customer disenrollments in LIPA’s HAR Program,and to extend the lookback period for HAR eligibility to 18 months.

Subject: Compliance with Banking Law, section 28-bb. Purpose: This regulation implements the mandate of Banking Law, sec- tion 28-bb.
