Baiyin Non-Ferrous Group was established in the 1950s as part of China's first Five-Year Plan — a Mao-era state enterprise created specifically to extract and process mineral resources from Gansu Province in northwestern China. Baiyin City itself was a planned industrial settlement built by the Chinese state around the mining operations; the city's name (白银, báiyín, meaning "silver") refers to the silver deposits that first attracted attention to the region. Gansu Province was one of the poorest and most remote areas of China in the 1950s — building industrial capacity there was as much about developing the interior Western regions as about economics. The Baiyin operations developed alongside China's aluminum, fluorochemical, and nuclear programs, as Gansu's fluorspar deposits were essential for multiple strategic industries simultaneously. Baiyin is a Chinese state enterprise (state-owned but operating in commercial markets) that continues the planned-economy mandate of extracting and processing strategic minerals, now selling the output to both Chinese domestic industries and global export markets including the personal care supply chains of Western consumer goods multinationals.
