    BPA is a power utility, but the Columbia River dams it markets also determine Pacific salmon survival. Federal court orders and tribal treaty rights require BPA to "spill" (release water through spillways rather than turbines) for juvenile salmon migration each spring and fall, reducing electricity generation and costing BPA tens of millions in foregone revenue annually.     BPA was created by the Bonneville Project Act of 1937 under President Roosevelt's New Deal as a federal agency to market electricity from the Bonneville Dam. Grand Coulee Dam (completed 1942) was the largest hydroelectric project in the world at the time and was crucial to WWII industrial production: BPA's cheap power enabled Kaiser Aluminum's Pacific Northwest smelters that produced the aluminum for wartime aircraft. The Columbia River system was specifically built at the US government level to power industrial mobilization — BPA is one of the clearest examples of federal infrastructure investment shaping industrial supply chains.
