This ownership structure reflects the Abu Dhabi government's strategy of acquiring stakes in midstream petrochemical companies to capture value from its hydrocarbon reserves beyond crude oil export. Borealis and ADNOC (Abu Dhabi National Oil Company) operate Borouge, one of the world's largest integrated polyolefins complexes in Ruwais, Abu Dhabi — adding Gulf production scale to Borealis's European operations. Borealis has invested particularly heavily in cross-linked polyethylene (XLPE) compounds for high-voltage cable insulation — a material that is becoming critical for offshore wind farms, HVDC interconnectors, and grid modernization. The same Vienna-based company that produces plastic pipes for European residential plumbing supplies the XLPE insulation compound for the submarine power cables that connect offshore wind turbines to shore — making it an unlikely but real participant in the European energy transition supply chain.
