Dongyue Group (HK: 0189) represents China's strategic effort to reduce dependence on Western PFSA (perfluorosulfonic acid) membrane technology -- specifically Chemours Nafion (US) and AGC Flemion/Selemion (Japan) -- for its rapidly growing chlor-alkali and green hydrogen electrolyzer industries. China's chlor-alkali industry is the world's largest, producing chlorine and caustic soda for PVC, bleach, and dozens of downstream chemicals. The chlor-alkali cells use PFSA membranes that historically came from Chemours or AGC. China's green hydrogen ambition (target: 100-200 GW electrolyzer capacity by 2030) requires PEM electrolyzer membranes also based on PFSA. Dongyue is building China's domestic PFSA supply chain to serve both applications -- making it a strategic project for Chinese chemical independence, funded by Chinese state industrial policy.
