European Metal Recycling was founded by the Sheppard family in Warrington, England — the northwest England industrial town between Liverpool and Manchester. Warrington and the broader Lancashire-Cheshire-Greater Manchester industrial region generated enormous quantities of scrap metal from the region's historical steel mills, engineering works, and shipyards; the Sheppard family built EMR by aggregating and processing this regional scrap stream. The company expanded through the late 20th century as UK heavy industry declined (releasing large quantities of end-of-life industrial equipment and infrastructure) and as European Union regulations standardized end-of-life vehicle (ELV) processing requirements across member states, creating predictable scrap volumes from the automotive sector. EMR's Rotterdam operations — where European scrap is loaded onto bulk carriers for Turkish EAF mills — reflect how European scrap serves as a raw material export to one of Turkey's key economic engines. Turkey is the world's largest steel scrap importer, and EMR's European collection network (150+ sites, ~8 million tonnes annually) provides a significant fraction of the feedstock for Turkish EAF steelmakers including Habas, Toscelik, and Isdemir, whose steel production serves European and Middle Eastern construction markets. The decline of European heavy industry has, paradoxically, made Europe a major exporter of scrap raw material to industrial economies that are still growing.
