Guizhou Kailin Group Co., Ltd. (Guiyang, Guizhou Province; state-owned enterprise under Guizhou provincial government; SZSE: 002513) is one of China's major phosphate rock miners and yellow phosphorus (P4) producers, operating in Guizhou Province — China's second-largest phosphate province after Yunnan. Kailin controls large phosphate rock deposits in the Weng'an and Fuquan areas of central Guizhou Province. The company produces phosphate fertilizers (DAP, MAP), yellow phosphorus (P4) via electric arc furnace smelting, and downstream phosphorus chemicals. Guizhou Kailin's P4 production capacity is estimated at 150,000-180,000 tonnes/year. Guizhou's hydroelectric resources (Wu and Wujiang rivers) provide relatively inexpensive power for P4 arc furnaces, though at higher cost than Yunnan's Lancang/Jinsha grid. Kailin is also a significant phosphate rock exporter historically, though China's 2023-2024 phosphate rock export restrictions have reduced this.

Guizhou Kailin Group is a Guizhou provincial state enterprise established to develop the phosphate rock deposits of central Guizhou — a landlocked province historically considered one of China's poorest and least developed. The Guizhou development challenge: the province has abundant phosphate reserves (China's second-largest concentration after Yunnan) but is far from ports, lacks the dense industrial infrastructure of coastal provinces, and has historically depended on resource extraction for economic development. Kailin was created as part of the state strategy to develop Guizhou's resource base and create industrial employment. The company's P4 production and DAP fertilizer output export through the Yangtze River system via Chongqing, or by rail. China's 2023-2024 phosphate rock and DAP export restrictions — imposed to ensure domestic fertilizer supply security during a period of high global fertilizer prices following the Russia-Ukraine war — directly reduced Kailin's export revenues while benefiting OCP Morocco (which faced less Chinese competition) and raised global phosphate fertilizer prices for farmers worldwide. A Guizhou poverty reduction enterprise became, through Chinese export policy decisions, an involuntary participant in the global fertilizer market geopolitics of 2023.
