Xingfa operates P4 electric arc furnace production at the Yichang complex on the Yangtze River — directly adjacent to the Three Gorges Dam, giving the company access to the hydroelectric grid that powers China's most electricity-intensive industrial facilities. Hubei Xingfa Chemical Group was established in the late 1980s in Yichang, Hubei Province — the city that Chinese central planners had designated as the industrial center of the Three Gorges Dam development program. Yichang sits at the entrance to the Three Gorges on the Yangtze River; the Three Gorges Dam (completed 2006, 22,500 MW generation capacity) transformed Yichang from a Yangtze River shipping town into one of China's major industrial energy hubs. Xingfa was among the industrial enterprises sited in Yichang specifically to exploit the cheap electricity that the Three Gorges catchment (and the earlier Gezhouba Dam upstream) made available. Electric arc furnace P4 production consumes approximately 12-14 MWh per tonne; Yichang's hydroelectric grid made P4 production economically viable at a scale that no coal-powered location could match. Xingfa's vertically integrated structure — from P4 electric arc furnaces through PCl3 to glyphosate herbicide — means that its entire value chain depends on the uninterrupted operation of the Three Gorges hydroelectric system. When drought reduced Yangtze River water levels in the 2021 Sichuan and Hubei energy crisis, Xingfa's P4 furnaces were curtailed, directly reducing its glyphosate output and sending global herbicide prices higher.
