Hydro-Québec
Hydro-Québec (Montreal; Crown corporation of the Government of Quebec; ~CAD $17B revenue) is North America's largest hydroelectric generator with ~37,000 MW installed capacity from James Bay and other Quebec river systems. It is the primary electricity supplier to Quebec's aluminum industry — the largest aluminum-producing cluster in North America. Hydro-Québec holds long-term industrial rate agreements with Alcoa (Deschambault, Bécancour, Baie-Comeau smelters) and Rio Tinto Aluminium (Arvida, Grande-Baie, Laterrière, Shawinigan, Alma smelters — collectively ~1.4 million tonnes/year). The James Bay project (La Grande complex; 16,000+ MW) was specifically sized partly to attract aluminum smelters in the 1970s-80s. Quebec's aluminum production (~2.9 million tonnes/yr, ~5% of global) runs almost entirely on renewable hydropower — giving it the lowest-carbon footprint of any major aluminum cluster in the world.

Hydro-Quebec is a power utility, but its subsidized industrial electricity rates are what make Quebec aluminum smelting economically viable — Quebec has ~30% of Canada's aluminum production capacity, powered by some of the cheapest electricity in North America. Quebec aluminum goes into aerospace fuselages (Airbus, Boeing), automotive body panels, and packaging cans. Hydro-Quebec's pricing decisions are therefore a de facto industrial policy instrument that affects the aerospace, automotive, and food packaging supply chains simultaneously. Additionally, Hydro-Quebec's R&D institute (IREQ) is a pioneer in solid-state lithium battery technology and has licensed patents to multiple battery startups, making a power utility also a battery technology IP licensor in the EV supply chain.

Hydro-Quebec was nationalized in 1962-63 under Quebec Premier Jean Lesage's "maîtres chez nous" (masters in our own house) political program — consolidating 11 private electricity companies into a single Crown corporation as part of Quebec's Quiet Revolution assertion of economic sovereignty. The James Bay Project (La Grande complex), launched in 1971, was one of the largest hydroelectric construction projects in North American history, flooding 11,500 km² of northern Quebec to create 16,000+ MW of new capacity. The project was controversial due to Indigenous Cree land rights, eventually resolved through the James Bay and Northern Quebec Agreement (1975) — the first comprehensive land claims agreement in Canadian history.
