In July 2025, Russia's JSC Germanium (owned by Rostec, Russia's state defense conglomerate) launched its first domestic ultra-pure GeCl4 production line meeting fiber-optic specifications (≥2 t/yr), explicitly to achieve import substitution in optical fiber production. Russia's need to build this from scratch — despite JSC Germanium producing germanium products since 1986 — reveals how technically demanding fiber-grade GeCl4 purity requirements are, and how Western sanctions inadvertently accelerated Russian self-sufficiency in a critical fiber optic input.

JSC Germanium in Krasnoyarsk, Siberia is Russia's only full-cycle germanium processor, and it is owned by Shvabe Holding -- a subsidiary of Rostec, Russia's state defense industrial conglomerate that also produces military helicopters, aircraft, tanks, and weapons systems. The ownership structure means Russia's civilian germanium production (for fiber optic glass dopant and industrial applications) is controlled by the same state defense enterprise that uses germanium for military infrared optics, night vision devices, and thermal imaging for Russian military systems. After Russia's invasion of Ukraine and subsequent Western sanctions, JSC Germanium's exports to Western fiber optic manufacturers became sanctioned, simultaneously cutting off a source of GeCl4 for civilian telecommunications AND removing Western access to knowledge about Russian military IR optics technology development. The same Siberian processing facility supplies both the glass for Russian internet infrastructure and the optics for Russian military surveillance equipment.
