Juhua Group Corporation is publicly known as China's largest fluorochemical company (refrigerants, PTFE), but their fluorination chemistry is the critical upstream input for global SSRI antidepressant manufacturing. Prozac (fluoxetine) is named for its fluorine atom: the "flu" in fluoxetine is the fluorine substituent that makes the molecule pharmacologically active. The same is true for escitalopram (Lexapro) and sertraline (Zoloft). Juhua produces the fluorobenzene and difluorobenzene key starting materials that Indian API manufacturers (Aurobindo, Sun Pharma) use to synthesize SSRI active pharmaceutical ingredients. Juhua is thus upstream of the world's most-prescribed antidepressants — a Chinese fluorochemical state-owned enterprise sits at the origin of the supply chain for mental health medications prescribed to approximately 130 million Americans. Juhua Group was established in 1958 as a state-owned enterprise in Quzhou, Zhejiang Province — chosen because Zhejiang sits near China's fluorspar (calcium fluoride, CaF2) deposits in Fujian and Inner Mongolia. Fluorspar is the only economically viable source of elemental fluorine, which is the precursor to all fluorochemical products. China controls approximately 65% of global fluorspar reserves and production; processing fluorspar into hydrofluoric acid and then into refrigerants, fluoropolymers, and pharmaceutical intermediates is the value chain Juhua was built to capture. Post-1978 reforms allowed Juhua to expand from domestic supply into export markets. By the 2000s, Juhua was supplying HFC refrigerants and pharmaceutical fluorine intermediates to Western companies that had closed their own fluorochemical facilities due to environmental regulations. The same Chinese industrial policy that moved electronics manufacturing to China also moved fluorochemical manufacturing — the raw material for most modern specialty chemicals — through regulatory arbitrage.
