    Neo Performance Materials owes its European foothold to Cold War industrial infrastructure. Its Sillamae, Estonia facility was originally built as a Soviet uranium enrichment and rare earth processing plant in the 1940s-50s. After Estonian independence, the site was privatized and repurposed. When China consolidated rare earth processing in the 2000s, the Sillamae facility was one of the few non-Chinese separation plants still operating. Neo acquired it and today it is the only commercial rare earth separation facility in the European Union -- a geopolitical asset built on Soviet-era nuclear infrastructure.

    Neo Performance Materials (via its Magnequench subsidiary, originally a General Motors spinoff) controls roughly 25% of global bonded NdFeB magnetic powder production. Bonded NdFeB powder is distinct from sintered magnets: it is used in small, precision motors -- hard disk drive voice coil actuators, automotive throttle body sensors, HVAC blower motors, and miniature robots.
