PJSC Mining and Metallurgical Company Norilsk Nickel (Moscow; MOEX: GMKN; ~$12B revenue) is the world's largest nickel and palladium producer and produces cobalt sulfate as a byproduct of nickel refining at its Kola Peninsula operations (Monchegorsk, Murmansk Oblast) and Norilsk complex (Krasnoyarsk Krai). Nornickel's Kola MMC refinery produces cobalt sulfate from cobalt-bearing matte generated at Norilsk nickel smelters. Pre-2022, Nornickel supplied cobalt sulfate to European and Asian battery manufacturers. Post-February 2022 Russian invasion of Ukraine, Nornickel's cobalt sulfate has been largely excluded from Western supply chains due to sanctions and reputational risk — but continues supplying Chinese battery manufacturers (CATL, BYD, CALB) who are not bound by Western sanctions. Nornickel's ~3-4% global cobalt sulfate share is now effectively China-destined.

Nornickel's smelter complex emits approximately 1.8-2 million tonnes of sulfur dioxide (SO2) per year — more than the entire SO2 emissions of the United States from all sources — causing extreme acid rain and sulfate deposition that has killed forests over thousands of square kilometers around Norilsk.     On March 17, 2022, the London Metal Exchange (LME) — the world's primary market for industrial metals futures — announced it would suspend delivery of Russian-origin nickel on LME warrants, following weeks of chaos in nickel trading that saw prices spike from $25,000 to over $100,000 per tonne in under 48 hours (the largest single-commodity price move in LME history). The spike was triggered by a short squeeze targeting Chinese commodities giant Tsingshan Holding Group, which held massive short nickel positions as a hedge for its Indonesian NPI production. The LME cancelled approximately $4 billion in executed nickel trades — a decision widely criticized as protecting large short sellers (including Tsingshan) at the expense of buyers who had already settled contracts at the spike prices. Then, in a reversal, the LME announced in April 2022 that it would NOT permanently ban Russian nickel delivery — concluding that removing Nornickel's ~200,000 tonnes/year of Class 1 nickel from the LME warranted system would effectively break the LME nickel benchmark. The reversal confirmed what many Western governments did not want to acknowledge: Nornickel's Class 1 nickel is so dominant in the global market that sanctioning it would destroy the price benchmark mechanism that metals markets rely on, harming Western buyers more than Russian producers.     The city of Norilsk — and its Nornickel predecessor operations — was built almost entirely by Gulag forced labor between 1935-1956. The Norillag (Norilsk Corrective Labor Camp) held an estimated 70,000-100,000 prisoners at its peak, who mined nickel, copper, and cobalt ore in Arctic conditions with inadequate food, clothing, and shelter. Tens of thousands of prisoners died from the cold, mining accidents, disease, and executions. After Stalin's death (1953) and the Gulag system's partial dismantling (1956), Norilsk was populated by workers (still subject to the secrecy and control typical of Soviet industrial cities) and remains closed to foreigners without special permits to this day. The industrial complex built on Gulag labor has become the world's largest nickel and palladium supplier, providing the metal in automotive catalytic converters globally (palladium) and increasingly in EV battery cathodes (nickel). The luxury SUV catalytic converter that meets US EPA emission standards contains palladium produced from a city founded on forced labor camps above the Arctic Circle.
