    India's fly ash 'paradox' has been solved through aggressive government mandates: fly ash utilization rose from 11.68% in 1998-99 to 97.8% in FY2024-25 (340.11 Mt generated, 332.63 Mt utilized). India is now forecast to reach 600 Mt/year fly ash generation by 2031-32 as coal capacity expands — a trajectory opposite to the US decline. NTPC, India's largest coal utility, coordinates fly ash distribution with cement companies, brick makers, road builders, and mine backfilling programs. While the US frantically acquires rights to harvested legacy ash, India is running out of ash storage and mandating its use as a condition of coal plant operation.

    NTPC (National Thermal Power Corporation) was founded in 1975 as India's central public sector enterprise for power generation, established by Indira Gandhi's government to address chronic electricity shortages. It grew to become India's largest power utility by building super-critical coal-fired plants at the pit-heads of major coal belts (Singrauli, Korba, Ramagundam). Because NTPC plants burn more coal than any other single entity in India, they also generate more fly ash than any other single entity — over 100 million tonnes per year — making NTPC inadvertently the country's largest producer of a critical concrete raw material.
