In 2019, US sanctions on Venezuela's state oil company PDVSA directly caused Nynas AB — the world's leading naphthenic specialty oil producer and a major transformer oil supplier — to nearly collapse. Nynas was co-owned by PDVSA (50.1%) and Finland's Neste Oil, and relied on Venezuelan naphthenic heavy crude as its primary feedstock. When US sanctions expanded in late 2019 to cover PDVSA more comprehensively, Nynas was forced to cease Venezuelan crude imports entirely. Banks refused to extend Nynas loans, and on December 13, 2019, Nynas applied for company reorganization — the Swedish equivalent of bankruptcy protection. This disrupted transformer oil supply across European utilities precisely when Nynas held the largest naphthenic transformer oil market share in Western Europe. Sanctions relief came in 2020 after ownership restructuring.

Nynas had to seek emergency creditor protection (Konkurs/reconstruction under Swedish law) within months. The Swedish Financial Supervisory Authority and the European Commission coordinated an emergency determination that transformer oil was a critical infrastructure product warranting a temporary OFAC general license. Without this intervention, European power transformer manufacturers (Hitachi Energy, Siemens Energy, ABB) would have faced supply disruptions for insulating oil needed to manufacture and commission grid transformers. The power transformers that keep European cities lit depend on insulating oil from a company half-owned by the Venezuelan state.

In September 2024, Nynas AB obtained ISCC Plus certification for a fully circular transformer oil derived from collected and recycled transformer oil stocks — making it one of the first transformer oil producers globally to offer a certified circular/recycled-feedstock insulating oil. This positions Nynas ahead of European utilities facing ESG mandates around transformer oil lifecycle.
