Every printed circuit board on Earth begins as the same thing: copper-clad laminate, a sheet of woven fiberglass set in epoxy and faced with thin copper foil, from which all the circuit traces are etched. That base material is China-concentrated, with Shengyi (SYTECH) and Kingboard among the global leaders. And there is a chokepoint inside the chokepoint: AI and GPU server boards need ultra-low-loss "high-speed" laminate grades that only a handful of makers can produce, and the AI buildout has run that specialized supply tight. So beneath the headline scramble for AI chips sits a quieter scramble for the laminate the chips must be mounted on — and a Chinese materials maker is one of the gatekeepers of it.

Copper-clad laminate is a junction box of supply chains. To make it, Shengyi consumes electronic-grade copper foil, woven fiberglass cloth (E-glass and specialty low-Dk glass for high-speed grades), and epoxy resins — so a laminate maker sits downstream of glass-fiber weaving and copper-foil production and upstream of every circuit board. That means the much-discussed shortages of electronic copper foil and specialty glass cloth for AI hardware propagate through CCL makers: a constraint in woven glass or copper foil shows up as a laminate constraint, which shows up as a PCB constraint, which shows up as an inability to build servers. One material quietly couples the glass, copper and resin supply chains to the entire electronics industry.
