    Hurricane Harvey (August 2017) flooded Targa's Cedar Bayou Fractionator in Baytown, Texas — one of the largest single-site NGL fractionators in the United States — taking it offline for several weeks. This event demonstrated that the US NGL fractionation system has identifiable single-point-of-failure nodes in the Houston Ship Channel flood zone. Cedar Bayou's outage created downstream disruptions to ethane supply for crackers and propane supply for distributors, temporarily tightening NGL markets. The facility has since been upgraded with flood mitigation measures, but remains in the same geographic risk zone.

    Targa Resources was formed in 2003 as a spinoff of Dynegy's midstream assets and went public in 2010. Its strategic inflection came with the Permian Basin shale revolution: as Permian crude oil production surged, associated natural gas (and NGL within it) volumes overwhelmed existing gathering infrastructure. Targa built the Grand Prix NGL Pipeline (1,700+ miles, 550,000 bpd) to capture Permian NGL growth and deliver it to the Mont Belvieu fractionation and storage hub — transforming Targa from a regional midstream operator into one of the primary US Permian NGL infrastructure owners.
