Tokuyama is one of a tiny number of companies that simultaneously supply both the solar energy industry and the semiconductor industry from the same manufacturing process. Semiconductor-grade polysilicon (11N purity) and solar-grade polysilicon (6-9N purity) are produced in overlapping facilities, and producers allocate output between markets based on price signals. When solar polysilicon prices collapsed between 2011-2015 due to Chinese overcapacity, Tokuyama shifted capacity toward higher-margin semiconductor-grade material. Conversely, during semiconductor shortages, solar panel manufacturers compete for the same upstream input. This means a Tokuyama plant disruption is simultaneously a semiconductor supply event and a solar panel supply event — the same tons of polysilicon cannot serve both markets, creating a structural rivalry between the clean energy transition and the chip economy at the raw material level.

Tokuyama Corporation, publicly known in Japan as a cement and chlor-alkali company founded in 1918, is actually one of the five global producers of semiconductor-grade polycrystalline silicon — the ultra-high-purity material (11N, or 99.999999999% pure) from which all silicon wafers are grown. Tokuyama's polysilicon plant in Tokuyama City, Yamaguchi Prefecture uses the same Siemens CVD (chemical vapor deposition) process as Wacker Chemie and REC Silicon to deposit silicon from trichlorosilane gas onto hot rods. In September 2013, a significant hydrogen explosion at Tokuyama's polysilicon plant disrupted semiconductor supply chains and highlighted how concentrated global polysilicon supply had become — at the time Tokuyama, Wacker, and Hemlock (Dow Corning JV) controlled roughly 70% of semiconductor polysilicon supply. Tokuyama's cement and chlor-alkali heritage provides a feedstock advantage: their HCl production supplies the trichlorosilane synthesis for polysilicon, integrating the chlor-alkali and semiconductor supply chains within a single corporate entity.
