YMTC (Yangtze Memory Technologies) was added to the US Bureau of Industry and Security Entity List in October 2022, prohibiting US companies from supplying equipment, software, or technology to YMTC without a license (expected to be denied). The effect: Applied Materials, Lam Research, KLA, and other US equipment makers cannot supply YMTC. ASML (Netherlands) and Tokyo Electron (Japan) face restrictions under allied coordination. Despite the restrictions, YMTC has continued expanding capacity using equipment sourced pre-Entity List and from non-US alternatives where available. YMTC's 232-layer NAND — which it achieved before the Entity List restrictions fully took hold — already represents competitive parity with Micron, Samsung, and Kioxia on layer count. The Entity List effectively froze YMTC's access to the most advanced next-generation equipment but did not eliminate its existing 232L production capability. China now has a domestic NAND producer at parity with the West on a key technology metric — and US export controls arrived one product generation too late to prevent it.

YMTC was founded in 2016 in Wuhan, Hubei Province — the same city that became globally known as the origin point of COVID-19 three years later. YMTC was established as China's national champion in NAND flash, receiving an estimated $24 billion+ in direct and indirect Chinese government support. The Tsinghua Unigroup parent group (controlled by Tsinghua University, China's top engineering school) positioned YMTC as China's answer to Samsung, Kioxia/WD, Micron, and SK Hynix in NAND. YMTC developed the Xtacking 3D NAND architecture — an innovative approach to bonding memory and peripheral circuits separately — that gave it technical differentiation versus mainstream competitors.
