Zhejiang Juhua's Quzhou complex simultaneously produces HFC refrigerants (R-32, R-410A) for global air conditioning systems AND PVDF (polyvinylidene fluoride) that serves as the cathode/anode binder in lithium-ion batteries for EVs. PVDF battery binder is a critical but largely invisible material: it holds together the active electrode particles in every lithium-ion battery cell. CATL, BYD, LG Energy Solution, and Panasonic all use PVDF binder in their battery cells. Approximately 60% of global PVDF demand comes from battery manufacturing. The fluorine chemistry platform that produces R-32 refrigerant (keeping buildings cool) is the same platform producing PVDF binder (enabling EV batteries that reduce cooling fuel consumption). A Chinese fluorochemical company is a critical input supplier to both the legacy air conditioning supply chain being phased out under climate policy AND the EV battery supply chain replacing fossil fuel transportation.

US antidumping duties on Chinese HFC refrigerants (ranging from 101% to 216% following USITC investigations in 2016 and circumvention rulings in 2024) have effectively blocked Zhejiang Juhua and other Chinese HFC producers from the US HVAC refrigerant market. US HVAC manufacturers and refrigerant distributors must source R-410A, R-32, and related HFCs from Honeywell, Chemours, and Mexichem (Orbia) at significantly higher prices. Non-US markets (Asia, Europe, Latin America) continue to receive Chinese HFC at Chinese production costs. As the US transitions to HFO refrigerants (R-32 replacement, R-454B, R-466A) under the AIM Act and EPA Phasedown regulations, China's HFC production dominance shifts from a finished product to a chemical intermediate — HFCs are precursors to HFOs, and Chinese HFC production capacity is needed for HFO synthesis globally.

Zhejiang Juhua was established in 1958 as a state-owned chemical plant in Quzhou, Zhejiang Province, built with Soviet industrial assistance during China's first five-year plan. The Quzhou location was chosen for its proximity to Zhejiang Province's fluorspar (CaF2) mineral reserves — the key feedstock for all fluorochemical production. After market reforms in the 1990s, Juhua listed on Shanghai Stock Exchange in 1998 (SHEX: 600160). Juhua is now China's largest integrated fluorochemical company, operating the full value chain: fluorspar mining and processing → hydrogen fluoride production → HFC refrigerant synthesis → PVDF/PTFE fluoropolymer manufacturing. China's dominance in global HFC production is reflected in Juhua's position: the company produces approximately 15% of global HVAC refrigerant supply from a single Quzhou industrial complex.
