The Secretary of Defense must put in each future-years defense program sent to Congress the expected spending and the funding requested, for every year covered, for buying equipment and for military construction for each reserve component. The program’s annexes must show the same detail used for active forces: each equipment item to be bought and each construction project to be done, and where each project will be located. If the total shown for equipment and construction for a fiscal year is less than 90 percent of the “average authorized amount,” the Secretary must send Congress a detailed report listing the extra equipment and projects that would be funded if the total equaled that average. The “average authorized amount” is the average of the amounts authorized for those reserve needs in the two prior fiscal years. The report must match the annex detail and be sent no later than 90 days after the President submits that year’s budget to Congress.
