Every four years the Secretary of Defense must do a full review of the quality of life for members of the armed forces. The review looks at Defense programs and activities, including morale, welfare, and recreation. It must lead to decisions and actions that show quality of life is a top priority for DoD leaders. The review must match the President’s most recent National Security Strategy and must find what actions are needed so service members have the quality of life required to do their jobs. It should also find other ways to improve life for members. The review should consider things like infrastructure and construction, base conditions, budgets, medical care, housing and allowances, utility costs, education, deployment lengths, pay and pay gaps with civilians, recruiting and retention, safety, and support for families including Gold Star families. The Secretary must send a report with the assumptions and findings to the House and Senate Armed Services Committees in the year after the review, but no later than the date the President submits the next fiscal year’s budget to Congress.
