Reserve majors and lieutenant commanders in the Army, Navy, Air Force, or Marine Corps who were passed over for promotion twice and are not on a promotion recommendation list must be removed from the reserve active‑status list unless kept under sections 12646, 12686, 14701, 14701a, or 14702. Removal follows section 14513 and takes effect on the later of: the first day of the month after the month they complete 20 years of commissioned service, or the first day of the seventh month after the month the Secretary releases the board’s second promotion results to the public.
