Allows some junior reserve officers who must be removed under sections 14504, 14505, 14506, or 14507 to be considered to stay on the reserve active‑status list under rules the Secretary of Defense makes. This applies to first lieutenants (Army, Air Force, Marine Corps) or lieutenants (junior grade) in the Navy who are either health professions officers or are actively working on a bachelor's degree. Any decision must fit the needs of the service and follow section 14509. If an officer is chosen to stay but says no, they will be separated under section 14513 or 14514. Officers kept on the list who are not promoted or on a promotion list will be separated when their approved continued time ends under section 14513 or 14514. Health professions officers who have a service obligation under section 16201 and who would otherwise be removed must be kept on the list until they finish that obligation, then discharged unless retired earlier. The Secretary can waive that requirement if keeping them is not in the service’s best interest. If such an officer is later promoted or listed for promotion, they may remain on the list after completing their obligation. The Secretary of Defense must write the rules to run this program.
