The Secretary of Defense can label certain defense intelligence jobs as "Intelligence Senior Level" if the job is above grade GS–15, does not meet the rules for a Defense Intelligence Senior Executive Service post, and has only minimal supervisory duties. Those labels must follow rules the Secretary creates. The President, using the Secretary’s recommendation, can give a rank under section 4507a of title 5 to people in those jobs, and must do so using the rules in that section.
