Agencies must each year send the Office of Personnel Management a list of senior career employees they think should get the ranks Meritorious Senior Professional or Distinguished Senior Professional. A senior career employee is someone in a job ranked above GS‑15 and paid under section 5376 who is not on a temporary appointment and not in an excepted confidential or policy‑making job. The President may give the Meritorious rank for sustained accomplishment and the Distinguished rank for sustained extraordinary accomplishment. The recommendation, review, and award process must follow the same rules used for Senior Executive Service rank awards under section 4507, as set by OPM.
