The Secretary of Defense must give excess military personal property to state firefighting agencies if the items are extra and useful for fire or emergency medical work, like protective gear and radios or monitors. The items must come from existing DoD stocks, the agency must take them in their current condition and location, DoD cannot use its equipment-buying funds for the transfer, and the recipient must pay or reimburse any costs after transfer. "State" includes DC, Puerto Rico, the Northern Mariana Islands, and U.S. territories or possessions. A "firefighting agency" means volunteer, paid, or combined departments that provide fire and emergency medical services.
