When the President sends the annual budget, the Secretary of Defense and the military service secretaries must include, for any military construction project costing more than $90,000,000, a Project Spending Plan as an add-on in the same document that contains the project's 1391 form for the Military Construction Program. The plan must have a Work-in-Process Curve chart showing funding, obligations, and outlays, and a monthly outlay table showing those same figures.
