Procurement — government buying; procurement system — the buying rules and process; standards — required rules or levels; full and open competition — a fair chance for all qualified sellers; responsible source — a reliable, capable seller; item — a single thing; item of supply — a stocked or supplied thing; supplies — goods and materials; commercial product — a product sold in the market; commercial service — a service sold in the market; nondevelopmental item — a product already developed for commercial or government use; commercial component — a part used in commercial products; component — a part of a larger item.
