The Secretary of Defense must name one official and one office in the Office of the Secretary of Defense, at or below Under Secretary level, to oversee strategy and funding for security cooperation programs. The Director of the Defense Security Cooperation Agency (DSCA) runs programs that provide defense articles, training, or other defense services by grant, loan, sale, or lease, but may let another DoD element carry them out if more effective, efficient, and economical. DSCA and other DoD funds may be used, and required amounts and justification must be included in the consolidated budget for the fiscal year under section 381.
