The Secretary of Defense and the military department Secretaries must run a program to try better ways to develop technology and manage certain Department of Defense research and test centers. The program covers five kinds of centers: the science and technology reinvention laboratories (per 10 U.S.C. 4121(b)), test and evaluation centers that are part of the Major Range and Test Facility Base (DoD Directive 3200.11), the Defense Advanced Research Projects Agency (DARPA), the Defense Innovation Unit, and the Strategic Capabilities Office. The term “responsible official concerned” means the Assistant Secretary of the Army for Acquisition, Technology, and Logistics for Army matters; the Assistant Secretary of the Navy for Research, Development, and Acquisition for Navy and Marine Corps matters; the Assistant Secretary of the Air Force for Acquisition for Air Force and Space Force matters; and the Deputy Secretary of Defense for DARPA, the Defense Innovation Unit, the Strategic Capabilities Office, and any other matters not covered above. Heads of each eligible center must send proposals to the responsible official and put into practice new management and operational methods for faster project delivery, testing, prototyping, and partnerships with universities and private companies. The goals are to get more value and efficiency in research and development, improve support activities like facilities, business operations, personnel, and outreach, and move new capabilities to the military faster. A proposed method must be used unless the responsible official disapproves in writing within 60 days of receiving it. A center head may set aside department rules that block a proposed method unless a federal statute or common law prohibits doing so.
