After fiscal year 1997, money given to the Department of Energy for weapons activities cannot be used for lab-directed research, technology transfer, or cooperative research agreements unless those activities directly support the Department’s national security mission. The same rule applies to money given for defense environmental cleanup: those funds cannot be used for those programs unless they directly support the cleanup mission. A national security laboratory may not use the specific funds made available to it under the related allocation to pay for its general and administrative overhead.
