The Secretary of the Army must send a written notice to the congressional defense committees before announcing or carrying out any major change to Army force structure. The notice must explain the reason for the change, describe what will change and when, outline how it will affect operations, and give an estimate of the costs. The requirement does not apply if the Secretary of Defense certifies in advance that the change must happen immediately for military urgency. A "significant change" means: a change in the number, type, or component of brigade-level units or higher headquarters; a change in the number or component of theater-level capabilities (for example, a multi-domain task force, Terminal High Altitude Area Defense, long range fires unit, or headquarters); or the permanent or temporary activation or inactivation of an experimental unit or any brigade-size or larger task force.
