The Secretary of the Army can hire as many civilians as professors, instructors, and lecturers at the Academy as the Secretary thinks are needed. The Secretary also decides how much they are paid. Even if other federal pay rules might normally apply, the Secretary can set their work schedules (including exact hours and duty tours) and can decide on extra pay or compensatory time off for work beyond the regular hours or tours.
