The Secretary of the Navy may hire as many civilian professors, instructors, and lecturers at the Naval Academy as he thinks are needed. He sets their pay. He may, even if other federal pay rules in subchapter V of chapter 55 of title 5 or section 6101 of that title would normally apply, set detailed work schedules (hours and tours). He may also set any premium pay or compensatory time for hours beyond the regular schedule and can give these powers to others in the Department of the Navy, with or without permission to redelegate.
