The Secretary of the Navy may keep the money from selling or trading an obsolete service craft or boat. That money can be used to pay for a replacement vessel under section 503 of title 40, to repay Navy accounts for the costs of getting the old craft or boat ready for sale or trade, or to put into a special account for handling future sales and trades. Money put into the special account is available without yearly spending limits. Any amounts the Secretary decides are not needed must be moved at least annually to the General Fund of the Treasury. The account can pay the full costs of preparing craft or boats for future sale or exchange. “Full costs of preparation” means all direct and indirect costs, such as towing, storage, defueling, hazardous-waste removal, PCB surveys and removal, and other related work. An obsolete service craft is one removed from the Naval Vessel Register. Section 6101 of title 41 does not apply. The Secretary must create rules to carry this out.
